Subject-Misinterpretation of the order of central information commission dated-24-08-2018 by the CPIO aforementioned.
 Sought information is as follows-
1-CPIO concerned may provide the name and address of consumers that are deprived of the gas subsidy in the name of Aadhaar card by taking the recourse of attached circular of the ministry of petroleum and natural gas dated- 30-Sept-2016.
2- CPIO concerned may provide the letter number and date of served individual notices to these consumers of remote villages before depriving them of the gas subsidy as required under the circular of petroleum and natural gas attached.
Decision-The respondent is directed to provide the list of consumers wherein Aadhaar number has not been provided उपभोक्ताओं की सूची जिसमें आधार संख्या प्रदान नहीं की गई है।.If such information is not available at least the total number of consumers without Aadhaar number should be provided to the appellant who has been deprived of the gas subsidy जो गैस सब्सिडी से वंचित है within 15 days from the date of receipt of this order.
CPIO provided the information through a registered post by communication dated-21/09/2018 as follows-Total 3343 consumers are deprived of subsidy but didn’t provide the list of these deprived consumers in the name Aadhaar number.
In view of the complainant CPIO in order to conceal the wrongdoings and rampant corruption going on in the system, misinterpreted the order.
Entire consumers are divided into two categories.
1-Consumers provided the Aadhaar number.
2-Consumers did not provide the Aadhaar number.
After the enforcement of circular which was later extended but millions of consumers who were poor illiterate deprived of gas subsidies arbitrarily by the IOCL.
Consumers didn’t provide Aadhaar number actually were in greater number but enforcement of circular caused them to submit Aadhaar number and thus a sharp decline in number took place.
Undoubtedly many provided the Aadhaar number with and many took the shelter of other IDs as prescribed by Apex court so those deprived of gas subsidy declined so this list could be provided. Total 3343 consumers are deprived of subsidy. I don’t think that this list is voluminous so must be provided to the information seeker. They have to provide name, father’s name, account number with bank’s name and the time interval deprived of subsidy.
They are not providing the information in order to shield the mass scale corruption and they are not interested to curb this illegal practice.
                       This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? This is the need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. Total 3343 consumers are deprived of subsidy. I don’t think that this list is voluminous so must be provided to the information seeker. They have to provide name, father’s name, account number with bank’s name and the time interval deprived of subsidy.
They are not providing the information in order to shield the mass scale corruption and they are not interested to curb this illegal practice.

whether it is not mockery of Right to Information Act which is quite obvious from the working style of the Central Public Information Officer who deliberately denied the sought information by information seeker.

Total 3343 consumers are deprived of subsidy. I don’t think that this list is voluminous so must be provided to the information seeker. Everyone knows that why they are not providing the sought information but they colluding with each other befooling the country.
