Most respected sir, following error messages are displayed on the screen of the computer when the applicant clicks on the link to login for registration in order to submit the application for scholarship and reimbursement of fee.

Social Welfare Section-3 Lucknow: Dated 28th June, 2024 Subject- Regarding issuance of government order for scholarship (scholarship and fee reimbursement) and other works for the general category students of Uttar Pradesh, who are native of Uttar Pradesh, studying in post-matric classes in the financial year academic session 2024-25.

Online application by the student.

Final submission of online application by the student and taking printout by 18th November, 2024

Hard copy of the online application form to be submitted by the student to the educational institution along with the desired attachments by 20th November, 2024. Online verification and forwarding of the application form by the educational institution by 25th November, 2024.

Most respected sir, for registration and online form submission, the website must be functional but the concerned website is displaying error messages when the applicant is clicking on the link for the registration quite obvious from the first page of the attached pdf document to the rti online application.

The applicant is making the following enquiries regarding the following points under Article 51A of the constitution of India from the public authority is concerned.

1- Please provide the posting details of the staff responsible for the smooth functioning of the website.

2- Please provide a mechanism to make complaints regarding the dilapidated state of the website.

3- Please provide the role of the public staff in the maintenance of the website used for inviting applications for the scholarship.

4- Please provide the total budget spent on the maintenance of the website in the financial years 2021-22, 2022-23 and 2023-24 respectively.

5- Please provide the name of the public information officer and his posting details and first appellate authority and his posting details and date of joining the departments closely connected with the maintenance and update of the website for scholarship and reimbursement.

There must be transparency and accountabilities in the working of public authorities to provide good governance to the people in the state.

Numerous matters concerning corruption in the disbursement of scholarship to the students exposed but it is most unfortunate that there is no improvement in the working condition at the public authority concerned.

It is quite obvious that website is playing the cryptic role in promoting the corruption in the utilisation of the public fund but it is most unfortunate that no accountabilities are being fixed.

Think about the gravity of situation they are overlooking the matter concerning with the disfunctionality of website. Whether it may be called good governance if the public staff may escape from the matters concerning with the wide Public interest which is quite obvious from the cryptic working style of the concerned staff of the department of the government. I think that there is no explicit policy of the government which is the root cause, citizens in the state are suffering a lot. Whether such a government can be referred as good governance in which if the enquiry is made regarding the working of the government which is fundamental duty of a citizen than it is overlooked by the concerned staff. We want really good governance not good governance which is falsely advocated by our incredible media whose personnel are indulged in selfish activities by keeping the interest of the country men at the bay. The irresponsible comment of the public staff is really painful for the applicant
