Grievance Description

The matter concerns the corruption and mismanagement in the working of the district tuberculosis officer quite obvious from the hindrance in providing the available public services to the tuberculosis patients. T.B. requires Urgent medical attention is usually recommended by healthcare providers but here most are busy enhancing backdoor income through brokers and other corrupt means. The matter concerns mismanagement of district T.B. hospital and divisional hospital Hazrat Imam Yusuf hospital Mirzapur city. I think that only to say that the government of Uttar Pradesh is providing free medication to the patients because one can easily find the brokers who are spread throughout the hospitals aforementioned and those seeking remedy without the help of brokers are physically and mentally tortured.Today the applicant visited the district tuberculosis hospital Mirzapur along with his daughter Bhoomika Singh. There are two types of evidence of corruption, first is direct evidence and second is circumstantial evidence. Brief description of submissions of the applicant are as follows. 1-When the applicant made a complaint, lady staff came and provided the slip attached as the first page of the attached PDF document. 2- The opening time of the hospital is 8:00 o'clock in the morning. The applicant reached the hospital at 10:00 o'clock in the morning. The doctor came to the hospital at 11 30 in the morning which means he was too late. There was a huge crowd before the room. There were highly privileged people who were so influential, having the capacity to break the row of the patients by providing a special turn to their own patients. 3- After diagnosis of the patient he wrote the prescription of medicines in two slips one belongs to the medical store of the hospital and other for outside medical stores. When I made available the slips of medicines to the store keeper of the medical store he returned one of the slips and advised the applicant to purchase the medicines from the medical store especially a particular medical store here I do not want to mention here, but If the government is interested I will disclose it. Please take a glance of the second page/slip of the attached PDF document to the grievance.4- Concerned doctor prescribed the digital x ray test of the patient which service is available at the private diagnostic centres and assistant of the doctor advised one of them in the Hazrat Yusuf Imam Hospital the original hospital Mirzapur but there was a large row of the patients who were standing in huge crowd before it and a tuberculosis patient cannot stand for such a long time there.5- Moreover the X Ray Centre of the government district tuberculosis hospital was having no patients because no test was prescribed for that X Ray Centre. It seemed that it was dysfunctional for many days. When the applicant met the concerned they said that this is a digital X-ray test which is carried out at the modern X Ray centres managed by the private people and providing excellent services. Please take action in the matter as the matter concerns the wide public interest and concern with the treatment of the infectious disease tuberculosis which the government of India is making a pseudo attempt to eradicate this infectious disease.The slip concerning the first treatment of tuberculosis disease of Bhoomika Singh is attached as the 3rd and 4th page of the attached pdf document to the grievance.

National TB Elimination Board -It is proposed to create an apex body to facilitate policy development, co-ordinate multisectoral involvement and overview the implementation of the strategy to move towards TB elimination. Proposed constituents include Prime Minister as patron, Union Minister Health and Family Welfare as Chairperson, Secretary Health as member secretary with other members including secretaries of related departments, representatives of affected communities, representatives of technical and donor partners, representatives from NGOs etc.

Most respected sir you have told me the norms set up to deal with the patients but the factual position is that the setup norms are not being complied by the concerned staff resulted in the complaint made by the applicant which is quite obvious. It is most unfortunate concerned staff submitted the report, did not take the perusal of the submissions of the applicant which is quite obvious from the inconsistent and arbitrary report submitted on the public grievance portal of the Government of India by the concerned. It seems that concerned monitoring bodies have kept their eyes and ears closed otherwise they have capability to understand the factual position which has made the importance of the public Revenge portal worst. It is not reflecting the good governance as claimed by our political masters during their public meetings and election campaigns. There must be transparency and accountability in working of the public staff in order to provide good governance to the people in estate.
