Written submissions:
1- The RTI application submitted by the appiellant online was not received at this level.
2- Public Information Officer of Agriculture Department, District Mirzapur is Deputy Director of
Agriculture, Mirzapur, Uttar Pradesh, Mob-7839882478, E-mail ID-ddamzp2012@gmail.com
3- It is to be submitted that no any RTI application was received on 24-01-2024 at this level.
Hence, the Public Information Officer, Deputy Director of Agriculture, District Mirzapur did not
violate subsection 1 of section 7 of the Right to Information Act, 2005.
4- The Public Information Officer, Deputy Director of Agriculture, District Mirzapur knows that
Right to Information Act, 2005 was introduced by the Government of India with all its
purposes, but as said earlier the said RTI application was not received at this level, so it was
not possible to answer it.
5- As it was already submitted that The Public Information Officer, Deputy Director of
Agriculture, District Mirzapur did not violate subsection 1 of section 7 of the Right to
Information Act, 2005 as said RTI application was not received at this level.
6- The demanded information are as follows:-
i-
The name and designation of the staff who is processing the online application
awaiting approval of the state government is concerned with Directorate of
Agriculture, Uttar Pradesh Lucknow. So, it is not possible at this level to provide
details of such staff.
ii-
The farmer who wants the benefit of Pradhan Mantri Kisan Samman Nidhi Yojana
first get the registration for it from CSC (Common Service Centre). After that the land

details are being verified by respective Tehsil and then the application was forwarded
online to Deputy Director Agriculture login and then it is forwarder to Directorate of
Agriculture, Uttar Pradesh Lucknow.
iii-
The maximum span of time taken in approval of the said scheme was not specified.
iv-
The posting details of the staff who are employed in a particular section and engaged
in the processing of the PM Kisan Samman Nidhi application for approval at state
level are concerned with Directorate of Agriculture, Uttar Pradesh Lucknow. So, it is
not possible at this level to provide details of such staff.

It is quite obvious that if the nodal officer forwarded the rti application on 30th November 2023 and it is 14th January 2024 which means one and half month passed but the concerned public information officer did not provide the information to the information seeker. Consequently, the public information officer, deputy director of Agriculture District Mirzapur violated subsection 1 of section 7 of the right to information act 2005. It is quite obvious that whatever information is being sought by the appellant concerns the deep rooted corruption in providing the PM Kisan Saman Nidhi to the beneficiaries. The public information officer deputy director of Agriculture District Mirzapur is not providing information to the appellant to conceal its corruption, but he must know that right to information at 2005 was introduced by the government of India to promote transparency and accountability in the working of public authorities so that rampant corruption in the working of public authorities may be controlled. This is a humble request of the appellant to the first appellate authority to direct the public information officer, deputy director of Agriculture District Mirzapur to provide the information to the appellant. Since the public information officer, deputy director of Agriculture dist Mirzapur violated subsection one half section 7 of the right to information 2005 so disciplinary proceedings must be initiated against him.

* Prayer or Relief Sought It is quite obvious that the appellant submitted the RTI application on 20th January 2024 which was forwarded to the concerned public information officer on 24th January 2024, but it is most unfortunate that more than two months passed but the concerned public information officer did not provide information to the appellant which is a mockery of the provisions of right to information act 2005. The appellant is seeking following information from the public information officer and public information officer has violated subsection 1 of section 7 of the right to information act 2005.
1-It is quite obvious that Status Verified By District and Pending for Approval at State Level. The Public Information Officer should provide the name and designation of the staff who is processing the aforementioned online application awaiting approval of the state government.
2-Public Information Officer should provide the transparency mechanism to process such applications received from the district level for approval of online applications for the prime minister Kisan Samman Nidhi.
3- Public Information Officer should provide the maximum span of time taken by the directorate, department of agriculture government of Uttar Pradesh to provide the approval in such matters.
4- Public Information Officer should provide the posting details of the staff who are employed in this particular section who are engaged in the processing of the prime minister Kisan Samman Nidhi applications for approval at the state level.
5- Public Information Officer should provide the posting details of the director of the department of agriculture government of Uttar Pradesh and his name. The Right to information act 2005 was introduced by the government of India to promote transparency and accountability in the working of the public authorities so that growing corruption in the working of public authorities may be curbed.
Please direct the public information officer to provide information to the appellant as soon as possible as well as initiate disciplinary proceedings against the public information officer for deliberately violating the provisions of right to information act 2005.
