* Description of Information Sought An application on behalf of aggrieved applicant Narendra Singh alias Neeraj S/O Shri Indra Bahadur Singh, Mobile number 9793319799 concerning corruption and misconduct of public staff. To,, Honourable Chief Minister,, Uttar Pradesh Government, Lucknow.
Application by- Narendra Singh alias Neeraj S/O Shri Indra Bahadur Singh resident of village and post Nibi Gaharwar, police station-Vindhyachal, district-Mirzapur, PIN Code-231303
Subject- Regarding the obscene abuses hurled on the personal mobile number of the applicant by the regional Lekhpal Divyanshu Srivastava and challenged to teach the lesson to the applicant. Sir,
It is requested that on 23.08.2024 at around 03:31 PM, the applicant received a call on the personal number 9793319799 of the applicant Narendra Singh alias Neeraj from the number 7905087916 of the regional Lekhpal Divyanshu Srivastava and the Lekhpal demanded a party for the work of the applicant concerning matter of land, but on the refusal of the applicant, the regional Lekhpal, Divyanshu suddenly started abusing mother and sister, of the applicant which disturbed the applicant for a moment but controlled, he started saying that he wants to see the status of the applicant, and Lekhpal used such a derogatory obscene language which cannot be stated as against the setup norms of the government. There are six pages of the attached pdf document to this rti application, the first three pages are the representations of the aggrieved applicant addressed to the district magistrate Mirzapur, Subdivisional Magistrate Sadar and Chief Minister of the government of Uttar Pradesh. The last three pages of the attached pdf document are the postal receipt of the sent communications addressed to Chief Minister, sub divisional magistrate Sadar and district magistrate Mirzapur.
Public information officer, Tehsildar Sadar, District Mirzapur must provide the following information to the information seeker point wise as follows.
1- The matter concerns the misconduct and corruption concerning the staff of Tehsil Sadar so provide the action taken report on the representation of the aggrieved applicant submitted before the sub divisional magistrate sadar attached to this atie application as second page. It is noticeable that conversation records are available to the aggrieved applicant.
2- The first page of the attached pdf document is the representation of the aggrieved applicant addressed to the district magistrate Mirzapur so provide the notings made on it and action taken report as it will be forwarded to sub divisional magistrates sadar because he is the competent authority to take action in the matter.
3-The third page of the attached pdf document is the representation of the aggrieved applicant addressed to the chief Minister Government of Uttar Pradesh so provide the notings made on it and action taken report as it will be forwarded to sub divisional magistrates sadar finally through district magistrate Mirzapur because he is the competent authority to take action in the matter.
4- Please provide the name and designation of the staff who are processing these representations of the aggrieved applicants in the office of subdivisional magistrates sadar, Mirzapur.
5- Whether the audio record available to the aggrieved applicant has been examined by the staff of the Tehsil Sadar concerning the misconduct and corruption in the working of the Tehsil if not why. Right to reason is the indispensable part of a sound administrative system so please provide the reason for it.

विषय- क्षेत्रिय लेखपाल दिव्यांशु श्रीवास्तव द्वारा प्रार्थी के पर्सनल मोबाइल नम्बर पर गाली गलौज व प्रार्थी का हैसियत देखने के सम्बन्ध में।
महोदय,
निवेदन है कि हम प्रार्थी नरेन्द्र सिंह उर्फ नीरज के पर्सनल नम्बर 9793319799 पर दिनांक 23.08.2024 को दोपहर करीब 03:31 पीएम पर क्षेत्रिय लेखपाल दिव्यांशु श्रीवास्तव के नम्बर 7905087916 से फोन आया और लेखपाल जी द्वारा काम को प्रार्थी के भूमि के कार्य को लेकर पार्टी की माँग कि गयी, लेकिन प्रार्थी के मना करने पर क्षेत्रिय लेखपाल दिव्यॉशु द्वारा अचानक मों बहन की भद्दी-भददी गाली देने लगे, और प्रार्थी के मना करने पर हम प्रार्थी की औकात / हैसियत देखने की बात कहने लगे, और घर पर चढ़कर मारने की धमकी देने लगे, प्रार्थी द्वारा बार-बार मना करने पर भी लेखपाल साहब अपने रौब में रहे जिसकी पुरी रिकार्डिंग प्रार्थी के पास उपलब्ध है क्षेत्रिय लेखपाल दिव्यांशु श्रीवास्तव काफी दबंग है और गाँव क्षेत्र के सरहंग व आपराधी किस्म के व्यक्ति के साथ उठना बैठना है। जिस कारण क्षेत्रिय लेखपाल दिव्यांशु श्रीवास्तव का मनोबल काफी बढ़ा हुआ है। क्षेत्रिय लेखपाल के इस रवैये से गाँव व क्षेत्र में काफी लोगो को दिक्कत का सामना करना पड़ रहा है। क्षेत्रिय लेखपाल द्वारा कोई भी कार्य उचित समय पर नही किया जा रहा है। काफी कहने पर अपने कार्य को लेकर रूपये की मॉग करते है और अपीलार्थ द्वारा रूपया न देने पर कार्य न करने की धमकी देते है और कहते है जिससे शिकायत करना है जाकर कर दो मेरा कोई कुछ नहीं कर पायेगा। सारे अधिकारी मेरे अन्डर मे है। मेरी पहुँच उपर तक है। क्षेत्रिय लेखपाल दिव्यॉशु श्रीवास्तव की सारी रिकार्डिंग प्रार्थी के पास उपलब्ध है।
अतः श्रीमान् जी से निवेदन है हम प्रार्थी प्रार्थना पत्र पर ध्यान देते हुये क्षेत्रिय लेखपाल दिव्याशु श्रीवास्तव के खिलाफ उचित व कानूनी कार्यवाही करने की कृपा करे आप की महान कृपा होगी।

On the one side of a screen our chief minister Yogi Adityanath says that he is providing good governance to the people in the state but conduct of lekhpal of tahsil Sadar itself telling the truth that corruption in the working of government of Uttar Pradesh is rampant and this is only a model.
