जन सुनवाई समन्वित शिकायत निवारण प्रणाली, उत्तर प्रदेश लखनऊ के सन्दर्भ संख्या 40019924014057,6000040126586 दिनांक- क्रमशः 08.07.2024,09.07.2024 के द्वारा श्री सुदर्शन मौर्या पुत्र वृजलाल मौर्या निवासी ग्राम जंगीरोड मीरजापुर ने आंगनवाड़ी संबंधित कैप स्टोन बोर्ड की धनराशि मांग के सम्बन्ध में शिकायत किया है।
अतः उपरोक्त के क्रम में महोदय को अवगत कराना है कि उक्त शिकायत की स्थलीय जाँच क्षेत्रीय युवा कल्याण अधिकारी से करायी गयी जॉच अधिकारी ने अपने जॉच आख्या में उल्लेख किया है कि संबंधित अवर अभियन्ता द्वारा उक्त शिकायतकर्ता का बकाया धनराशि मु०- 1700.00 उसको नगद भुगतान कर दिया गया है। (छायाप्रति संलग्न) अतः उक्त प्रकरण वर्तमान समय मे निक्षेपित करने की कृपा करें।

Grievance Description
The matter concerns the supervision of the Block development Officer development block Pahadi district Mirzapur.
The matter concerns the working of the junior engineer Sanjay Pandey of department of Rebel engineering posted at development block Pahari in Mirzapur district.
Summary of the matter- The applicant is a maker of capstone and its supplier which is generally called shilapat.
Most respected sir junior engineer Sanjay Pandey ordered for making a cap stone concerning aganbadi in Pahadi block 22nd months ago.
The applicant complied the order within one week. It is noticeable that junior engineer Sanjay Pandey had to make payment of Rs.2700.
After 1 year from the fulfillment of order, a local contractor named Chintu Tiwari had paid Rs.1000 to the applicant. This payment was made after repeated request by the applicant to the junior engineer Sanjay Pandey on his mobile number.

It is quite obvious that there is dues of Rs.1700 which is required to repaired to be paid by junior engineer Sanjay Pandey to the applicant.
Junior engineer Sanjay Pande had made call to the applicant on 4th July 2024 regarding the payment of dues.
The applicant has recording of this call made by the junior engineer Sanjay Pandey on the mobile number of the applicant.
Junior engineer Sanjay Pandey made inquiry regarding the address of the applicant then he handed over his mobile handset to the local contractor Chintu Tiwari who hurled abuses on the applicant. Sach indecent behaviour can never be justified on the part of junior engineer who is behaving like gangster.
This deal was bilateral and third party Chintu Tiwari entered after the fulfillment of the order by the applicant.
The factual position is that Chintu Tiwari is saying that order of the capstone is not the part of tender issued to the Chintu Tiwari and this order was made by the junior engineer Sanjay Pandey consequently the payment must be made by the junior engineer.
Most respected sir whether it is not exploitation of a member of weaker and downtrodden section who is earning livelihood somehow and whose family is on verge of hunger and there is no availability of two square meal.
Think about the gravity of situation nearabout 2 years is going to pass but it is most unfortunate junior engineer Sanjay Pandey did not provide the payment which is required to be paid by him at the earliest.
Whether in this largest democracy in the world there is no safeguard to human rights and constitutional rights of the people belonging to the weaker and downtrodden section.
Block development Officer Pahari must take the matter seriously otherwise first information report will be registered against the junior engineer Sanjay Pandey because local contractor hurled abuses by using the mobile handset of the junior engineer.
Most respected sir there is urgent need to take action in the matter, for this applicant shall ever pray you most respected sir.

After undue procrastination concerned junior engineer Sanjay Pandey paid due amount of Sudarshan Maurya which is a mockery of the law.
