Think about the gravity of situation, parliamentary election in this VIP constituency is going to be held soon and our prime minister who publicly declares to be honest will contest election. Who bungled the stipend of 30 poor girl trainees? Whether such deep-rooted corruption can be overlooked our great prime minister who hates corruption.
The matter concerns the working of the vice chairman of the municipal corporation Varanasi so the representation must be forwarded to him.
An application under article 51 A of the constitution of India to make enquiry regarding the payment of stipend by the government to the enrolled learners in the handicraft training.

It is quite obvious that this online reference of the applicant was forwarded to executive engineer, Varanasi, Uttar Pradesh Jal Nigam Urban on 14th April 2024 and the time was given to decide/ dispose of this application up to 29th April 2024.
It is quite obvious that executive engineer Varanasi closed the grievance concerning corruption in the working of the public authority with his cryptic remark as special close approval pending.
It is quite obvious that they are not waiting the approval of the competent authority, but they are waiting for my reaction regarding the arbitrary and inconsistent report submitted by the executive engineer Varanasi of Uttar Pradesh Jal Nigam Urban area.
Right to reason is the indispensable part of the sound administrative system and on the number of occasions, most respected Supreme Court of India articulated in its judgement that right to reason is the indispensable part of Sound judicial system As well as it must be applicable in the administration for sound administrative system.
Under subsection 1 d of section 4 of the right to information act 2005 it shall be obligatory duty of every public authority to provide reasons of its decisions to the parties concerned.
With this representation of the applicant, a handwritten representation of the Pooja D/O Jagesh, Kajal Kumari D/O Ramvilas, Punam D/O Ashok Chandra, Mala Devi W/O Mahendra Prasad, Sarita Devi W/O Brijesh Prasad is attached in two pages.
Chief manager Sushil Mishra and assistant Nishu Sonkar asking for rupees 3500 in order to provide rupees 7500 into the accounts of the aggrieved applicants.
There were 30 trainees whom training was facilitated by the government of India and stipend of rupees 7500 per trainee also provided by the government which is not being provided because of corruption to the trainees.
Whether such cryptic and mysterious reports submitted by the staff of the government in the matter of corruption reflects transparency and accountability in the working of the Varanasi municipal corporation?

The grievance has been closed arbitrarily by DUDA/District Urban Development Agency with short remark that currently no such programme is being carried out by the Duda. It seems that concerned officer of DUDA/District Urban Development Agency did not understand the contents of the grievance which the root cause of the inconsistent and arbitrary report is submitted by the staff of the DUDA/District Urban Development Agency which is mockery of the law of land. I think that he should take the perusal of the contents of the grievances before making any comment to close the grievance. He should know that the matter raised by the applicant is not a current matter it is more than three years old so they must not overlook the matter because this matter concerns the corruption in the working of the DUDA/District Urban Development Agency. This cryptic remark of the staff of DUDA/District Urban Development Agency also increased the incredibility of the do DUDA in dealing with the matter of corruption and it indicates that corruption in the DUDA/District Urban Development Agency is promoted by the accountable staff of the DUDA/District Urban Development Agency itself because concerned staff is running away from the matter.
