denied information on false and flimsy ground. First Appellate Authority upheld
the denial of information but thanks for his support that entire denial of information
was put on the RTI portal of the government of Uttar Pradesh which was not done
earlier quite obvious from the status of the RTI application.

1- Public information
officer must provide the reason for the cancellation of the Russian card of the
aggrieved applicant attached as the first page of the pdf document to the
online rti application.
बिन्दु संख्या 1- आपके द्वारा प्रस्तुत आवेदन के परीक्षणोपरान्त यह पाया गया कि बिन्दु संख्या 1 में मॉगी गयी सूचना में प्रश्न क्यों/क्या जिसके माध्यम में किसी कार्य को किये जाने अथवा न किये जाने के औचित्य कीं मॉग की गयी है। जो कि उ०प्र० सूचना का अधिकार नियमावली 2015 के नियम संख्या 4 (2)(ख)(चार) के अन्तर्गत उपलध्ध कराना अपेक्षित नहीं है। अतः इस अनुरोध को अस्वीकृत किया जाता है।
Submission
of the appellant- Right to reason is the indispensable part of the sound
administrative system, it has been quoted number of times in the judgments by
the apex court of India it originates from right to region is the indispensable
part of sound judicial system.
According
to subsection 1 (d) section 4 of the right to information act 2005 it shall be
obligatory duty of every public authority that it will provide reason of its
decisions to the parties concerned.
Moreover,
the reason is not a question, but it is supportive evidence or logistic
approach which is instrumental to reach a decision.
2- Public information
officer must provide the total price of the paddy and total price of the wheat
sold by Guddu Ali S/O Nanhku
बिन्दु संख्या 2, एवं 3 - आपके द्वारा प्रसुतु आवेदन के परीक्षणोपरान्त यह पाया गया कि बिन्दु संख्या 2 एवं 3 में मांगी गयी सूचना का प्रकटन करने से सम्ब्धित पक्ष के संरक्षित हितो पर प्रतिकूल प्रभाव पडने की प्रबल संभावना है, जबकि इसके प्रकटन से लोकहित का काई सम्बन्ध नहीं है। अतः सूचना का अधिकार अधिनियम-2005 की धारा 8 (1)(अ) के अन्तर्गत आपके इस अनुरोध को अस्वीकृत किया जाता है।

number of Ration cards were cancelled by the department arbitrarily and matter
concerns deep rooted corruption in which public staff were also involved
because of indulgence of the public staff they are not providing any
information in the matter of corruption because of the fear to be exposed in
the public.
3- Public information
officer must provide the account details opened in the name of the son of the
aggrieved applicant named Guddu Ali S/O Nanhku as well as financial transaction
details made by the government into the account of my son.

आवेदक को कार्यालय उपजिलाधिकारी सदर मीरजापुर के कार्यालय पत्रांक 604 /उपजि0-आपूर्ति / 2021 दिनांक 24.08 .2021 के द्वारा एन0आई०सी० द्वारा प्राप्त सूची में आवेदक के पुत्र द्वारा रूपये तीन लाख से अधिक धान विक्रय करने सम्बन्धी रिपोर्ट जो कि शासनादेशानुसार अपात्रता की श्रेणी में आता है के सम्बन्ध में आपूर्ति कार्यालय में नियत समय अवधि के भीतर स्पष्टीकरण उपलब्ध कराये जाने सम्बन्धी नोटिस जारी की गयी थी

of the appellant- Where is the name and designation of the staff of the
government on the basis of whose report cancellation of the Ration card was
made by the office of district supply officer? Why is public information
officer running away from providing information?
5- Whether any notice was
issued by the office of district supply officer before cancellation of the
Ration card of the aggrieved applicant to seek the explanation of the Ration
card holder as an opportunity to prove her innocence as required under natural
justice.
Please provide the copy of
any such notice issued by the department before cancelling the Ration card of
the aggrieved applicant.

of the appellant- Where is the copy of any such notice issued by the department before
cancelling the Ration card of the aggrieved applicant. Why is public information officer
running away from providing information?
This is a humble request of your
applicant to you Hon'ble Sir that how can it be justified to withhold public
services arbitrarily and promote anarchy, lawlessness, and chaos arbitrarily by
making the mockery of law of land? There is need of the hour to take harsh
steps against the wrongdoer to win the confidence of citizenry and strengthen
the democratic values for healthy and prosperous democracy. For this, your
appellant shall ever pray for you, Hon’ble Sir.
