महोदय,
आप द्वारा पी०जी० पोर्टल सन्दर्भ सं० 60000240112752 के माध्यम से दिनांक 21.04. 2021 को शार्ट सर्किट से गेहूँ की फसल में विद्युतीय अग्निकाण्ड से हुई क्षति की क्षतिपूर्ति प्राप्त करने हेतु शिकायत किया गया है। जिसके सम्बन्ध में इस कार्यालय के पत्र सं0 3804/ वि०वि०ख०-द्वि० (मी०) / दिनांक 27.06.2024 के माध्यम से आपको पूर्व में अवगत कराया गया था कि गेंहूँ की फसल में विद्युतीय अग्निकाण्ड से हुई क्षतिपूर्ति प्राप्त करने हेतु जिलाधिकारी / उपजिलाधिकारी का आकलन एवं संस्तुति कराकर अधोहस्ताक्षरी के समक्ष प्रस्तुत करना सुनिश्चित करें, परन्तु खेद का विषय है कि अभी तक आप द्वारा मांगी गयी सूचना अधोहस्ताक्षरी के समक्ष प्रस्तुत नहीं किया गया। जब तक आप द्वारा उक्त मांगी गई सूचना अधोहस्ताक्षरी के समक्ष प्रस्तुत नहीं किया जाता, तब तक उक्त के सम्बन्ध में विभागीय नियमानुसार कार्यवाही किया जाना सम्भव नहीं है।

According to the report submitted by Manish Kumar shrivtastav excutive engineer electricity distribution division second district Mirzapur on 09/07/2024, following comment made in the report as follows.
You have complained through PG Portal reference no. 60000240112752 on 21.04. 2021 to get compensation for the damage caused to the wheat crop due to electrical fire caused by short circuit. In relation to which you were earlier informed through this office letter no. 3804/E.D.D.-II (Mirzapur)/ dated 27.06.2024 that to get compensation for the damage caused to the wheat crop due to electrical fire, ensure to get the assessment and recommendation of the District Magistrate / Sub-District Magistrate and present it before the undersigned, but it is a matter of regret that till now the information sought by you has not been presented before the undersigned. Till the information sought from you is not presented before the undersigned, it is not possible to take action in relation to the same as per departmental rules.

may be summarized as follows.
Sir, the report of 15 June 2021 which was prepared by the concerned Lekhpal and sent to your service by the concerned Revenue Inspector, that report of Tehsil Sadar is attached with this as the first page of the attached PDF document to this grievance. Please re-examine the report and take action as per the rules so that the faith of the general public in the law and order of the country may remain intact and a situation of anarchy may not be created. That is in our and your interest. Sir, in the previous complaints, you have been informed that the First Information Report has been registered in the matter by the station house officer Kotwali Vindhyachal district Mirzapur, so your procrastination is not justified in any way. Please, any kind of delay in paying compensation is not in the interest of justice. If the applicant has suffered loss due to an electrical accident, which is clear from the report of Tehsil Sadar and the calculation of the loss is also presented before you, then why the delay in compensating the loss. Sir, the order to compensate the loss is given by the Uttar Pradesh Power Corporation Limited itself, but why are you delaying, you understand the reason better, there is no need for me to say it.

Date of the report of the concerned lekhpal regarding burning of wheat crop- 15 June 2021.
Report of lekhpal was forwarded by the revenue inspector on 19th June 2021.
Total damages assessed in the report of tehsil Sadar is Rs. 25200.
Total area of the wheat crop field mentioned in the report of tehsil Sadar is 0.4999 hectare.
This report of the tehsil Sadar attached as the first page of the attached PDF document to this representation was submitted by the tahsil Sadar before the executive Engineer electricity distribution division second district Mirzapur during the covid period when common public were not allowed to move on the streets due to protocol issued by the home ministry of the Government of India.

According to the executive Engineer electricity distribution division second Mr OP Gupta report dated 13th June 2024-
Shri Dayanand son of Late Shobhnath Singh, resident of Village and Post- Nibi Gaharwar, Development Block-Chhanbey, Tehsil-Sadar, Police Station-Vindhyachal, District-Mirzapur.
Sir,
You have filed a complaint through PG Portal reference no. 60000240079918 to get compensation for burning of wheat crop due to short circuit on 21.04.2021.
Regarding the above, you are to be informed that the investigation of the said case is under process. As soon as the investigation is completed, it will be possible to settle the complaint by taking necessary action as per departmental rules.
Most respected sir, the applicant is drawing your kind attention to the following points as follows.
1- It is obvious that tehsil Sadar has submitted its report in the matter 3 years ago.
2- It is obvious that police have registered the first information report in the matter in compliance with the office memo issued by Uttar Pradesh Power corporation Limited 1 year ago.
3- It is quite obvious from the report of the sub divisional officer officer that he has sent the report regarding the matter to the office of executive engineer electricity distribution division second Mr Rajesh Kumar so next action will be taken by the excutive engineer electricity distribution division second Mr Rajesh Kumar in the matter.
According to the report of sub divisional officer Jangi Road dated 5th March 2024-
Regarding the above subject, we want to inform you that the applicant Shri Dayanand Singh, son of late Shobhnath, resident of village and post- Nibi Gaharwar Mirzapur, district Mirzapur has complained online on PG portal about burning of wheat crop due to short circuit, information of which has been sent to the Directorate of Electrical Safety Mirzapur through online application no.-2324FG6303940, in relation to which the undersigned of Directorate of Electrical Safety inspected the place of consumer Shri Dayanand Singh, son of late Shobhnath. Information of which has been sent to the office of Executive Engineer, Electricity Distribution Section-II, Fataha Mirzapur through letter.
This implies that an enquiry has been carried out at the behest of the directorate of electrical safety which has been completed by sub-divisional officer Jangi Road.Information of which has been sent to the office of Executive Engineer, Electricity Distribution Section-II, Fataha Mirzapur through letter.
Under Article 51A of the constitution of India, The applicant is making enquiry to the executive Engineer electricity distribution division second Mr O P Gupta that which next enquiry is being carried out by the department must be disclosed to the applicant as entire enquiry has been completed regarding the enquiry in the matter of wheat crops burning due to the short circuit.

सदर की रिपोर्ट दिनांक 15 जून 2021 से संबंधित हैं श्रीमान जी तहसीलदार के रिपोर्ट में जो अनियमितता है उसको प्रार्थी कैसे दूर कर सकता है अधिशासी अभियंता महोदय को उन आपत्तियों को दूर करने के लिए तहसीलदार सदर या उप जिलाधिकारी महोदय सदर से पत्र व्यवहार करना चाहिए था किंतु इनके मन में तो कुछ और ही ख्याली पुलाव पक रहे थे जो इन्होंने व्यथित को बुला डाला श्रीमान जी क्या अधिशासी अभियंता विद्युत वितरण खंड द्वितीय एके सिंह की अखंडता संदेह के घेरे में नहीं आ रही है क्योंकि इन्होंने सारे नैसर्गिक सिद्धांतों को भुलाकर अपनी मनमानी की है कौन सा नियम यह कहता है कि तहसीलदार सदर या उप जिलाधिकारी महोदय सदर की आख्या संबंधी आपत्तियों का निराकरण करने का अधिकार दयानंद सिंह पुत्र शोभनाथ सिंह को है इसलिए इनका पहल ही असंवैधानिक, अवैध और भ्रष्टाचार से पोषित है इसलिए अधिशासी अभियंता विद्युत वितरण खंड द्वितीय ए के सिंह के विरुद्ध दंडात्मक कार्यवाही की जानी चाहिए और यह कारण जानना चाहिए कि उनके द्वारा नैसर्गिक मूल्यों का उल्लंघन क्यों हुआ यह सच है कि तहसीलदार सदर की रिपोर्ट में कोई कमी नहीं है जो भी परेशानी उठी है वह सिर्फ विद्युत वितरण खंड द्वितीय के कार्यालय में व्याप्त भ्रष्टाचार के कारण हुई है

Whether the Yogi government will dare to order an enquiry into the matter of corruption which is hindrance in providing compensation to the farmers whose crops are burnt due to the short circuit.
ReplyDeleteIt seems that there is no mechanism in government of Uttar Pradesh to control the growing corruption in the government machinery which is quite obvious from the procrastination of the executive Engineer in the matter of providing compensation to a farmer whose crops burnt due to short circuit.
