To fix the transparency and accountability in the working of the executive engineer electricity distribution division second Mr. Rajesh Kumar, the applicant is making the following inquiry to him under Article 51 A of the constitution of India.
1-If the executive engineer electricity distribution division second sent the communication letter number-7475, dated-20 October 2023 to the sub divisional officer Jangi Road electricity distribution division 2nd for one more inquiry into the matter, then his obligatory duty is to ensure the speedy process in the matter as there is undue delay has been already made because of the procrastination of the concerned staff in the matter.
Executive engineer electricity distribution division second Mr. Rajesh Kumar may provide the enquiry report of the enquiry officer nominated on 20th October 2023 through letter number 7475.
2-There must be transparency and accountability in the working of the public authority Uttar Pradesh power corporation limited district Mirzapur in providing public assistance to farmers, but it is not reflecting from the working style of the concerned staff of the department of electricity distribution division second district Mirzapur. Here various tricks are searched by the staff to harass the victim farmers because of the rampant corruption in the local office of the public authority Pradesh power corporation limited which is quite obvious from the cumbersome processing in the department of the matter.
Executive engineer electricity distribution division second Mr. Rajesh Kumar may provide the maximum time taken by the inquiry officer to submit the enquiry report as well as how many more enquiries will be ordered in the matter.
3-More than two and half years already passed and now the victim wants to ask one question from executed engineer electricity distribution division second Mr Rajesh Kumar that how much additional time will be taken by him and completing the processing of the compensation to provide the victim?
4- Provide the parameters set by the department of electricity to provide the compensation including processing of the complaints to the victims of short circuit and likewise matter.
5- Provide the reason not to make enquiry by the department personnel when the matter of short circuit was reported to the department, quite obvious that the matter is too old.It seems that the department of electricity does not provide compensation to the victims of electrical accidents, but they provide donations to the beggars quite obvious from their procrastination in the matter which is due to the rampant corruption in the working.
There are two types of evidence of corruption. 1-direct evidence 2- circumstantial evidence
Undoubtedly there is no direct evidence of corruption, but the circumstantial evidence implicating the corruption in the current dealings is quite obvious from the cryptic and mysterious activities of the staff of the department.
Please direct Executive engineer electricity distribution division second Mr. Rajesh Kumar put take action in the matter instead of procrastinating on the flimsy ground which is implying the negative role of the executive engineer.
Think about the gravity of situation this tragic event took place in March 2021 and it is January 2024 which means 3 years passed but concerned officer is only procrastinating on the applications of the applicant which must be taken into account by the office of chief minister government of Uttar Pradesh but it is not being done properly because of rampant corruption and incompetence off the concerned staff. Think about the good governance which is generally speculated by our political masters in the ruling government which is confined to only print and electronic media away from dealings. Because of corruption they are not providing compensation to the applicant whose crops burnt due to short-circuit and mismanagement of the department of electricity. Who will fix the accountability?

It is quite obvious that concerned staff of the department of electricity district Mirzapur are procrastinating on this issue since April 2021 when the wheat crop was burnt due to short circuit and report was submitted by the concerned lekhpal through revenue inspector and tahsildar Sadar to the executive Engineer electricity distribution division second district Mirzapur. It is quite obvious that 3 years passed but the aggraeved applicant did not get the compensation from the Uttar Pradesh Power corporation limited as required under the law. Now they have forwarded the matter to the department of safety of energy for the appropriate action in the matter and it is quite obvious that they will also take more than 6 month as usually taken by the staff of the department of electricity in each office. Whether it is justified to procrastinate in providing the compensation to the farmers in the matter of crops burning due to the short circuit. Whether it is good governance in state of U.P.?
