The matter concerns the RTI online, an initiative of the government of Uttar Pradesh, the contents of the website is provided by the administrative reforms department of government of Uttar Pradesh. The RTI online web portal of the government of Uttar Pradesh is a dynamic website whose contents can be updated easily.
Public information officer denied the information as follows.Mobile number and email were sought for inclusion of public authorities in the UP RTI online portal. Thereafter, the user ID and password of the nodal officer were sent to the email of the concerned public authorities. It is the responsibility of the Nodal Officer to create user ID and password of all the First Appellate Authority and Public Information Officers working and posted in their public authority. Therefore, the work of the Administrative Reforms Department is only to generate the user ID and password of the nodal officer. 
After examining all the points of information sought in your RTI application, it was found that due to the information sought by you related to various public authorities, your application is not entertainable under Rule-4(5) of the UP Right to Information Rules.
The first point of the information is-
1- Public information officer provides the name and designation of the staff who collects the information, and this information is provided to the Nick Uttar Pradesh to update on the RTI portal. 
Where is the name and designation of the staff of the Department of administrative reform who collects the information to provide Nick Uttar Pradesh?
2- The names of the nodal officers, public information officers and the first appellate authorities are not updated while the concerned officers are transferred to the other public authorities. Right to reason is an indispensable part of the sound administrative system so please provide reason for it. It must be noted that nodal officers are also transferred so their names must also be updated but it is not done so it comes under the ambit of Department of administrative reform and its reason must be provided by the public information officer. It is quite obvious that the Department of Administrative reform is the facilitator of the information so its accountability cannot be overlooked regarding the authenticity of the information. There are only two public authorities specifically mentioned in the RTI application; first is the Department of administrative reform and second is the Office of Superintendent of police district Mirzapur. It is an obligatory duty of the public information officer to provide the information concerning the Department of administrative reform and then to provide the rest of information it must forward it under subsection 3 of section 6 of the right to information act 2005 to superintendent of police district Mirzapur.

Reply :- यू0पी0 आर0टी0आई0 ऑनलाइन पोर्टल में लोक प्राधिकरणों को सम्मिलित किये जाने हेतु मोबाइल नं0 व ईमेल की मांग की गयी थी। तत्‍पश्‍चात सम्‍बन्धित लोक प्राधिकरणों के ईमेल पर नोडल अधिकारी का यूजर आई0डी0 व पासवर्ड प्रेषित किया गया। नोडल अधिकारी का दायित्‍व है कि उनके लोक प्राधिकरण में कार्यरत व तैनात समस्‍त प्रथम अपीलीय प्राधिकारी तथा जन सूचना अधिकारियों का यूजर आई0डी0 व पासवर्ड बनायें। अत: प्रशासनिक सुधार विभाग का कार्य मात्र नोडल अधिकारी का यूजर आई0डी0 व पासवर्ड सृजित कराना है।

आपके आर0टी0आई0 आवेदन में मांगी गई सूचना के समस्‍त बिन्‍दुओं के परीक्षण के उपरान्‍त यह पाया गया कि आप द्वारा मांगी गयी सूचना विभिन्‍न लोक प्राधिकरणों से सम्‍बन्धित होने के कारण आपके आवेदन को उ0प्र0 सूचना का अधिकार नियमावली के नियम-4(5) के अन्‍तर्गत देय नहीं है।

The information seeker is seeking the following information from the public information officer of Department of administrative reform as follows. 

1- Public information officer provides the name and designation of the staff who collects the information and this information is provided to the Nick Uttar Pradesh to update on the RTI portal. 

2- The names of the nodal officers, public information officers and the first appellate authorities are not updated while the concerned officers are transferred to the other public authorities. Right to reason is an indispensable part of the sound administrative system so please provide reason for it. 

3- There are several emails of the nodal officers available on the rti portal of the government that are not in working condition but no action is taken even after complaints are made. Please provide the reason for it.

Please provide the name of the public information officer, nodal officer and first appellate authority in the office of superintendent of police district Mirzapur and also provide the reason for displaying the old names on the RTI portal of the government of Uttar Pradesh. 

5- There are many public information officers who have not provided their emails and C.U.G./official mobile numbers causing too much difficulty to the information seekers. Please provide the reason for not providing information on the RTI portal of the government. 

It is most surprising that RTI applications are transferred to the public information officers having no email mobile number and a name and post, but the information seekers are advised to contact them on the portal. Whether the RTI portal is not providing false information to the information seekers if the available information is not timely updated on the portal and the government is not taking appropriate action in this regard. 

Public information officer must provide the five-point information to the information seeker within stipulated 30 days as prescribed under subsection 1 of section 7 of the right to information act 2005.
