* Prayer or Relief Sought It is quite obvious that the appellant is seeking following three-point information from the public information officer in the office of Superintendent of police district Hamirpur, Uttar Pradesh concerned with the working of the circle officer Rath. The reply of the assistant public information officer of the police circle Rath is attached to this appeal which is incomplete and misleading information. It seems that he did not take the perusal of the rti application submitted by the appellant on the RTI portal of the government of Uttar Pradesh which is quite obvious from his irrelevant and arbitrary reply which is attached to this appeal. 

1- Victim Mira Rani made the complaint by name but the investigation officer took action against those people to whom Meera Rani does not know. Right to reason is the indispensable part of a sound administrative system as articulated by the honourable apex court of India in its various judgments. Public information officer should provide the reason for it. 

2- Investigation officer of the police left the offenders scot-free in a cryptic and mysterious way and the applicant cum victim was implicated by him under preventive measures. Public information officer may provide the action taken by the competent police officer if not taken, then provide the reason for it. 

3- Public information officer may provide the action taken report in regard to the application of the victim Mira Rani W/O Pahalwan Singh, town and police station Muskara, District-Hamirpur addressed to the circle officer Rath, District Hamirpur. 

Right to information act 2005 was introduced by government of India to promote transparency and accountability in the working of the public authorities but because of corruption in the working of public authorities the provision of this August is being violated by public information officers of the public authorities and in this case same thing happened. 

Asst public information officer provided the information that against the opposition party action has been taken under preventive measures that is under section 107/116 of the criminal procedure code. He must know that under these preventive measures no action is taken against the offenders these provisions are only applied by the police to prevent the crimes before taking place but here crime had happened. Moreover, the appellant is seeking information concerning the action taken by the assistant public information officer which means circle officer Rath regarding the representation submitted by aggrieved applicant Mira Devi before him, but it is most unfortunate, he was so incompetent to understand the contents of the RTI application. It is most unfortunate that he did not touch the remaining two points of the information sought by the appellant. This is a humble request of the appellant before the first appellate authority that is superintendent of police district Hamirpur to take action in the matter in accordance with the law which may include takin
