Grievance Description- The matter concerns the construction by the Pachu Yadav and Panna Yadav in the prohibited area where a pipeline of the ministry of Petroleum has been laid down so action must be taken against them under the Petroleum and Minerals pipelines (Acquisition of the right of user in the land) Amendment Act 2011.
This grievance was redressed by the staff of the Indian Oil Corporation Limited as follows.

Sir, following is the reply to the matter raised by you through the reference case number.
According to P.M.P. Act 1962, 60 feet R.O.U. was acquired.

It is quite obvious that two months passed since the date when the application was made by the complainant unfortunately no action has been taken by the concerned staff of Indian Oil Corporation Limited, pipelines section, district-Prayagraj. Which is showing lackadaisical approach of the staff of the Indian Oil Corporation limited.
The dereliction of duty of the concerned staff of the Indian Oil Corporation Limited, pipelines section, district-Prayagraj may cause serious accident in the area so they must take the matter seriously.

The matter concerns the construction by the pachu Yadav and Panna Yadav in the prohibited area where a pipeline of the ministry of Petroleum has been laid down so action must be taken against them under the Petroleum and Minerals pipelines (Acquisition of the right of user in the land) Amendment Act 2011.
According to the notification of the government any construction, boring, to install poles and Transformers is totally prohibited up to the 60 M width near the pipeline of the petroleum and natural gas department of the Government of India but aforementioned two people are overlooking the notification of the government and constructing houses in the prohibited area. It is obligatory duty of the applicant under Article 51A of the Constitution of India to inform the department of petroleum and natural gas regarding such activities so that appropriate action may be taken by the department of the government in the matter.
Both are domineering people and law and order does not matter to them. They are not frightened of the consequences and harm caused by it because hooliganism and creating terror is their religion. The demand of the hour is to take swift action in the matter which requires utmost attention of the respected staff of the department of petroleum and natural gas. The notification of the government does not allow them to construct the houses in the prohibited area but it is most unfortunate that they are taking the notification of the government under their teeth which is advertised by the government time and again.
Most respected sir my duty to inform the government about such activities now over with this feedback and your duty now initiated and expect from you that you will perform your duty with due care and attention.

For sections 15 and 16 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), the following sections shall be substituted, namely: -
15. Penalty. -(1) Whoever wilfully obstructs any person in doing any of the acts authorised by section 4 or section 7 or section 8 or wilfully fills up, destroys, damages or displaces any trench or mark made under section 4 or wilfully does any act prohibited under section 9, shall be punishable with imprisonment for a term which may extend to six months or with fine or with both.
