Yogi government is escaping from providing information concerning the appointments of teachers in government colleges ipso facto

 

Description of Information Sought The matter concerns the appointment of teachers in the science faculty of Kanhaiyalal Basantala postgraduate College, District- Mirzapur. Kanhaiya Lal Basant Lal Postgraduate College is known as the Centre of Education in Mirzapur district so its glory and dignity must remain intact. According to the number of students in various departments teachers must be appointed by the government by following the setup norms so that the standard of Education may be kept high. Education plays a vital role in the development of the society so we should remain careful in upgrading the educational institutions and their management. 

Public information officer may provide the following information point wise to the information seeker as follows. 

1- Please provide the number of teachers in the Department of chemistry and their description with their appointment years in K.B.P.G. Mirzapur. 

2- Provide the total number of students in every class enrolled for chemistry, this description must be class wise in K.B.P.G. Mirzapur.

3- Please provide the number of teachers in the Department of Botany and their description with their appointment years in K.B.P.G. Mirzapur. 

4- Provide the total number of students in every class enrolled for Botany, this description must be class wise in K.B.P.G. Mirzapur.

5- Please provide the number of teachers in the Department of Mathematics and their description with their appointment years in K.B.P.G. Mirzapur. 

6- Provide the total number of students in every class enrolled for Mathematics, this description must be class wise in K.B.P.G. Mirzapur.

7- Please provide the number of teachers in the Department of Physics and their description with their appointment years in K.B.P.G. Mirzapur. 

8- Provide the total number of students in every class enrolled for Physics, this description must be class wise in K.B.P.G. Mirzapur.

* Prayer or Relief Sought The arbitrariness and Carelessness in the appointment of teachers lowering the standard of the education imparted by the government to youth in degree colleges is a matter of great concern to the society and creates a question on the good governance being provided by our political masters. Commercialization of the public institutions in the state of Uttar Pradesh reflects the deep rooted corruption in the government. Which is the root cause public information officers are escaping from providing information to the appellant.

From the status of the online RTI application date is 9th October 2023 and it is 21st November 2023 today which implies that stipulated 30 days as prescribed under subsection 1 of section 7 of the right to information at 2005 has expired and it is most unfortunate concerned public information officer did not communicate to the information seeker which is a mockery of the provisions of the right to Information Act 2005.

Right to information act 2005 Was introduced by government of India to promote transparency and accountability in the working of the public authorities so that rampant corruption in the working of public authorities may be controlled but it is most unfortunate that after 18 years of the implementation of the right to information act 2005 the officers of the government of Uttar Pradesh do not know the prescribed time to provide the information to the information seekers. 

The matter concerns the quality of Education being provided in the affiliated degree colleges as well as government degree colleges by the government of Uttar Pradesh. How can it be justified that higher education may be thrown into the hands of daily waged staff appointed in the government and affiliated degree colleges which is a mockery of the management of higher education in the state of Uttar Pradesh. It is quite obvious that setup norms are not being followed by the Department of higher education in the government of Uttar Pradesh to appoint the teachers in government colleges as well as aided colleges because of the commercialization of the higher education in the government of Uttar Pradesh and these institutions are acting like money minting institutions such practises are terrific must be curbed by the honest public staff who are dedicated to the service of the nation. 

This is a humble request of the appellant to direct the public information officer in the regional office Varanasi of the higher education to provide the information to the appellant as soon as possible as well as he must be trained regarding the compliance of the provisions of the right to information act 2005. It is quite obvious that the public information officer violated subsection 1 of section 7 of the right to information act 2005 by not providing information within a stipulated 30 days as prescribed under this subsection.
