Grievance Description

The matter concerns the police staff belonging to the Daramalganj police chowki made call on the mobile of the applicant in the night at 10:03 PM for the duration 17 minutes 24 seconds who did not tell the designation and name. For evidence, please take a glance of the first page of the attached PDF document which is the screenshot of the call made on the mobile of the applicant by the concerned police staff.

Under Article 51 A of the constitution of India the applicant is making following inquiry to the concerned police chowki or accountable staff of the department of police.

1-The mobile number of the anonymous caller made the call on the mobile number of the applicant is Mobile number-8707819842

How can it be justified to call a woman at 10:00 o clock in the night without proper introduction because it is violation of the human rights of women?

2- Please take a glance at DG circular number 41 of year 2014 dated 17th June 2014, DG circular number 57 of the year 2014 dated 13th September 2014, DG circular number 05 of the year 2021 dated 19th February 2021, DG circular number 20 of the year 2022 dated 16th July 2022 and government order 197 they attacked 23rd January 2023 which are attached to this grievance and prescribed proforma of the notices issued by the police.

High court of judicature at Allahabad has already restrained the police not to summon common man at the police station or police outpost without issuing due summon to them under the monitoring of the station house officer. It is noticeable that the applicant is a woman.

Whether the police cannot serve the notice to the applicant in the prescribed format in the current matter by pursuing the guidelines issued by the DGP office.

3-Police can summon a person at police station after serving due notice ordered by High court of judicature at Allahabad and subsequent guidelines issued by the director general of police which are attached to this grievance.

Right to reason is the indispensable part of sound administrative system therefore accountable staff of the department of police must provide the reason to the applicant for summoning her the police outpost through a mobile call made at 10:00 o clock in the night.

4-Whether the guidelines for the governance issued by the High Court of judicature at Allahabad and subsequent guidelines by the office of the director general of police at Lucknow are thrown into the dustbin by the police personnel in the district Mirzapur Ipso facto obvious from the working of the concerned police personnel.

5-it is most surprising mobile culture which is promoting anarchy and corruption in the working of the police is being curbed by High Court of judicature through guidelines unfortunately police personnel are not interested in pursuing the setup norms by the office of the director general of police.

This is a humble request of the applicant to the Superintendent of police district Mirzapur to take appropriate steps in the matter to provide the justice to a woman whose constitutional and human rights are being influenced because of the rampant corruption in the government machinery.
