* Prayer or Relief Sought 1-Government provides the subsidy under the prime minister employment scheme. This subsidy is merged by the concerned Bank from which the unemployed youth borrows the money under the scheme. Various cunning tricks are adopted to Harass borrowers by the concerned department in merging the subsidy provided by the government which is the main concern of the borrowers.
Please provide the measures taken by the department to provide the subsidy to the borrowers in their respective accounts.
Deputy Commissioner Ashok Kumar District-Mirzapur replied as-As per Para 11.30 of the guidelines of the Prime Minister Employment Generation Programme, adjustment of subsidy margin money is made in the accounts of the candidates.
Submission- The appellant has sought the information concerning the measures taken to curb corruption and ensure transparency and accountability in providing the margin money by pursuing the guidelines as per Para 11.30
2-Provide the numbers of borrowers whose 2 years have passed since the date they have borrowed the money from the banks under the prime minister employment guarantee scheme in 5 years.
Deputy Commissioner Ashok Kumar District-Mirzapur replied as-In the last 5 years, 219 candidates have been benefited under the Prime Minister Employment Generation Program Scheme.
3-Provide the number of borrowers whose subsidy is still not merged in their accounts and also provide the reason for it.
Deputy Commissioner Ashok Kumar District-Mirzapur replied as-Margin money of two beneficiaries was not adjusted in their account because one beneficiary died and the other beneficiary had not established his unit.
4- Various borrowers are complaining about the demand of illegal gratification in order to merge the subsidy by the concerned public staff and if the convenience charges are not made they are procrastinating in merging subsidy to their accounts. Please provide the transparency mechanism adopted by the accountable staff in order to curb such illegal practices.
Deputy Commissioner Ashok Kumar District-Mirzapur replied as-Adjustment of subsidy or margin money is done as per rules at the bank level.
Submission- Whether it is justified to withhold the information from the appellant in the name of the financial institutions as done by the public information officer in the matter concerning the corruption as they failed to ensure transparency and accountability in providing the loan to establish and generate the personal self-employment.
It is quite obvious that the core issue has been left by the public information officer in providing the information to the appellant which can never be justified in the interest of the poor borrowers who are being exploited by the concerned department by colluding with the financial institutions.
The government has facilitated the right to information act by providing a portal to the information seekers and the Department of governments, but it is most unfortunate that the public information officer did not upload the provided information on the portal of the government which is highly objectionable to the appellant. It is quite obvious that public information officers are running away from transparency and accountability which is being ensured by provisions of right to information act 2005.

* Description of Information Sought The matter concerns Deputy commissioner Ashok Kumar, industries and promotion of industries District-Mirzapur. Communication dated 03/05/2023 addressed to District Magistrate Mirzapur in regard to complaint of the applicant. An application under Article 51 A of the constitution of India on behalf of borrowers to make enquiry regarding the arbitrariness and tyranny originated from deep rooted corruption in the prime minister employment scheme for the unemployed youth.
The applicant makes the following enquiry to the concerned accountable staff of the district industrial department.
1-Government provides the subsidy under the prime minister employment scheme. This subsidy is merged by the concerned Bank from which the unemployed youth borrows the money under the scheme. Various cunning tricks are adopted to Harass borrowers by the concerned department in merging the subsidy provided by the government which is the main concern of the borrowers. Please provide the measures taken by the department to provide the subsidy to the borrowers in their respective accounts.

This is my humble request to the concerned staff to ensure the reach of the public assistance to the needy in a transparent and accountable way. The delay in the merging of the subsidy causes extra burden of the interest on the borrowers which must be avoided by the accountable staff of the district industrial management department.
