Sir, now this episode is not limited only to Dayanand Singh son of Shri Sobhnath Singh. Now this case is related to all those farmers whose crops were burnt during the time of Covid-19 due to electrical accident. Because the office memo we are talking about has been issued on 25 September 2021. And this memo has been issued only so that the Uttar Pradesh Power Corporation Limited may not give any damages to the farmers whose crops were burnt due to short circuit during the Covid-19. Executive Engineer Power Distribution Division II is the responsible officer of Uttar Pradesh Power Corporation Limited. So please clarify how the office memo was retrospected. Sir, who gave the permission for the retrospective effect, the retrospection was done by the Executive Engineer Power Distribution Section II himself.
2828 dated -25 September 2021 office memo of Uttar Pradesh Power corporation limited is attached as page 2 of the attached PDF document. श्रीमान जी अधिशासी अभियंता विद्युत वितरण खंड द्वितीय मिर्जापुर एके सिंह उपरोक्त कार्यालय मेंमो के आधार पर प्रार्थी दयानंद सिंह पुत्र शोभनाथ सिंह का छतिपूर्ति नहीं देना चाहते हैं श्रीमान जी उत्तर प्रदेश पावर कारपोरेशन लिमिटेड का उपरोक्त मेमो की तिथि 25 सितंबर 2021 है जबकि फसल जलने की तिथि 18 अप्रैल 2021 है और लेखपाल द्वारा प्रस्तुत रिपोर्ट दिनांक 15 जून 2021 है जिसको कानूनगो द्वारा अग्रसारित किया गया है 19 जून 2021 को अर्थात श्रीमान जी जिस सर्कुलर की बात की जा रही है वह बाद की तिथि का है श्रीमान जी क्या उपरोक्त मेमो को आधार बनाकर अधिशासी अभियंता विद्युत वितरण खंड द्वितीय श्रीमान एके सिंह द्वारा प्रार्थी दयानंद सिंह का क्षतिपूर्ति रोकना मनमाना अवैध असंवैधानिक और तानाशाही प्रवृत्ति को नहीं दर्शाता क्या भ्रष्टाचार का कोई दूसरा उदाहरण होगा इनको जब हम भ्रष्टाचारी कहते हैं तो ए छन छना पङते हैं किंतु सच्चाई तो यह है कि यह किसी भी बात पर सही ढंग से जा ही नहीं रहे इनकी हर कार्यशैली भ्रष्टाचार से परिपूर्ण है इनको यह स्पष्ट करना चाहिए कि सितंबर और अप्रैल महीने के बीच कई महीने आते हैं और यदि यह क्षतिपूर्ति दे दी गई होती तो इस परिपत्र का आधार ही ना बनता है जिस परिपत्र के आधार पर क्षतिपूर्ति रोक रहे हैं श्रीमान जी यह प्रकरण उस समय का है जब कोरोनावायरस अपने चरम पर था सभी अपने घरों में रहने के लिए वाध्य थे और लोगों के बाहर निकालने पर पाबंदी थी हर जगह पुलिस पेट्रोलिंग हो रही थी ऑफिसों में कम से कम कर्मचारी आ रहे थे और यह रिपोर्ट खुद तहसीलदार महोदय द्वारा प्रस्तुत की गई है उस समय योगी आदित्यनाथ की व्यवस्था के अनुसार गांव में खुद ग्राम विकास अधिकारी हर वक्त मौजूद रहते थे जो भी घटना होती थी वही सूचना देते थे और उसी के आधार पर लेखपाल द्वारा यह रिपोर्ट लगाई गई है यही इस प्रकरण का कठोर सत्य है किंतु भ्रष्टाचार के कारण उत्तर प्रदेश पावर कारपोरेशन लिमिटेड के भ्रष्ट अधिकारियों द्वारा क्षतिपूर्ति ना देने के लिए वह मनमाना परिपत्र बाद में लाया गया जिससे कि दयानंद सिंह की क्षतिपूर्ति को रोका जा सके
The applicant again repeats that to say that someone is honest he may not be honest because honesty must reflect in his working style. The applicant is an anti-corruption crusader his sole motive is to reform the system. Still, executive Engineer electricity distribution division second is running away from the core issue. Executive Engineer is so honest that he does not use to entertain single application submitted under right to information act 2005. Sir, will the Executive Engineer tell the applicant that how Dayanand Singh can get those records rectified which he has not sent to Executive Engineer Electricity Distribution Division II, all those records sent by Tehsil Sadar to the Executive Engineer Electricity Distribution Division II. Sir, if those documents are not according to the rules, then according to the rules, the Executive Engineer, Electricity Distribution division II, should return all those documents to Tehsil Sadar and send a copy of it to the applicant, i.e., send it to Dayanand Singh son of Sobhnath Singh, so that further action could be taken. May be Sir, if the report submitted by Tehsil Sadar is incorrect, then its correction will also be done by Tehsildar Sadar not by aggrieved Dayanand Singh.

श्रीमान जी अब यह प्रकरण मात्र दयानंद सिंह पुत्र श्री सोभनाथ सिंह तक नहीं सीमित है । अब यह प्रकरण उन सभी किसानों से संबंधित है जिन की फसलें कोविड-19 के समय जल गई थी विद्युत दुर्घटना के कारण । क्योंकि जिस कार्यालय मेमो की बात हो रही है उसको दिनांक 25 सितंबर 2021 को जारी किया गया है । और यह मेमो सिर्फ इसलिए जारी किया गया है जिससे कि कोविड-19 के समय जिन किसानों की फसलें शॉर्ट सर्किट होने से जल गई थी उनको उत्तर प्रदेश पावर कारपोरेशन लिमिटेड कोई भी छत पूर्ति ना दें। अधिशासी अभियंता विद्युत वितरण खंड द्वितीय उत्तर प्रदेश पावर कारपोरेशन लिमिटेड के जिम्मेदार अधिकारी हैं। इसलिए वही स्पष्ट करें कि कि किस तरह से कार्यालय मेंमो को सिंहावलोकन किया गया। श्रीमान जी सिंहावलोकन की इजाजत किसने दी सिंहावलोकन तो खुद अधिशासी अभियंता विद्युत वितरण खंड द्वितीय द्वारा किया गया। Sir, now this episode is not limited only to Dayanand Singh son of Shri Sobhnath Singh.
