I am in a state of extreme dilemma as I could not reach any conclusion because communication sent through email by secretary does not contain reference to submissions of the applicant submitted before the commission and commission is entertaining it. 

With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.

1-I pray before the Honourable Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;

(i) to safeguard public property and to abjure violence;

(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.

2-It is submitted before the Honourable Sir that Sir, in relation to the case, in order of the order passed by the Chairperson of the State Human Rights Commission, Lucknow on 26 December 2022

Sir, it has been accepted by you yourself that the matter is more than two years old, and in the documents sent in the email message sent by your secretary, one is the order passed by the honorable chairperson and the other is  the advice note signed by the secretary.  According to the advice note , the applicant has to comply with the above order by 1 February 2023.

श्रीमान जी प्रकरण का संबंध राज्य मानवाधिकार आयोग लखनऊ के चेयरपर्सन द्वारा दिनांक 26 दिसंबर 2022 को पारित आदेश के क्रम में

श्रीमान जी आप द्वारा खुद स्वीकार किया गया है कि प्रकरण दो और से भी ज्यादा पुराना है और आप द्वारा जो ईमेल मैसेज भेजा गया है उसमें जो डाक्यूमेंट्स भेजे गए हैं उसमें एक तो माननीय चेयर पर्सन द्वारा पारित आदेश है और दूसरा सचिव के हस्ताक्षर से एक एडवाइस नोट जुड़ा हुआ है उसके अनुसार प्रार्थी को उपरोक्त आदेश का पालन दिनांक 1 फरवरी 2023 तक करना है

3-I pray before the Honourable Sir that Sir, there is no mentioned anywhere in these two papers as to which message has been sent by the applicant, on the basis of which the above action is being taken by the State Human Rights Commission, therefore the applicant is completely unsuccessful in presenting his side because  It should be known what is the case before the commission so that the applicant can know whether the action is pending in the case or not by the state government.

Sir, the applicant  is a social worker and raises about half a dozen social issues every day which are related to the public and after 2 years how can he tell which social issue was put before you at that time? Therefore  some information about it  If you give then only the applicant will be able to keep his facts before you Honourable Sir.

श्रीमान जी इन दोनों पेपर में कहीं भी इस बात का जिक्र नहीं है कि प्रार्थी द्वारा कौन सा मैसेज भेजा गया है जिसके आधार पर उपरोक्त कार्यवाही राज्य मानवाधिकार आयोग द्वारा किया जा रहा है इसलिए प्रार्थी अपना पक्ष रखने में पूर्ण रूप से असफल है क्योंकि पक्ष रखने से पहले किस बात का पक्ष रखना है यह तो मालूम हो वह प्रकरण कौन सा है जिससे कि प्रार्थी यह जान सके कि प्रकरण पर कार्यवाही लंबित है या नहीं राज्य सरकार द्वारा

श्रीमान जी प्रार्थी एक सामाजिक कार्यकर्ता है और रोज लगभग आधा दर्जन सामाजिक मुद्दे उठाता है जो जनता से जुड़े होते हैं और 2 वर्ष बाद वह कैसे बता सकता है उस समय कौन सा सामाजिक मुद्दा आपके समक्ष रखा गया था उसके लिए तो उसके बारे में कुछ जानकारी आप देंगे तभी रख पाएगा प्रार्थी आपके समक्ष तथ्यों को

The applicant is feeling highly privileged because the chairperson at least showing interest in the matter because of it he has taken the perusal of the  contents of the grievance till some extent. 

बर्बाद गुलिस्तां करने को बस एक ही उल्लू काफी है/ 

हर शाख पे उल्लू बैठें हैं अंजाम ऐ गुलिस्तां क्या होगा।

This is a humble request of your applicant to you, Hon’ble Sir, how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray for you, Hon’ble Sir.
