First of all the appellant wants to draw the kind attention of the superintendent of police district Mirzapur to the delay made by the State public information officer in his office ine providing misleading information to the appellant. It is quite obvious that State public information officer in the office of superintendent of police Mirzapur inconsistent and misleading information on 11th of November 2022 while the appellant submitted the RTI application before the public authority superintendent of police Mirzapur on 23rd August 2022 which implies that State public information officer made undue delay of 2 month 18 days which is too much surprising. Moreover assistant public information officer circle officer City Prabhat Rai made available information through the communication dated 12th of may 2022 while the appellant submitted the RTI application on 23rd of August 2022. Whether the circle officer City Prabhat Rai is omniscient that he knew that appellant will submit RTI request on 23rd of August 2022 so he had already provided the information on 12th of May 2022. It must be noted by the superintendent of police district Mirzapur that X-ray report is now available to the police concerned since the State public information officer is habitual to overlook the points made in the applications submitted in under sub section 1 of section 6 of the right to information act 2005 so he did such blunder. Right to information act 2005 was introduced by the Congress government but later due to rampant corruption in the government machinery and incompetency of the executive this provision of law has been toothless. Steep hike in the corruption in the government machinery blocked the path of the information seekers from seeking the information from the public authorities. It is quite obvious that the information seeker has asked for 5-point information from the State public information officer in the office of superintendent of police district Mirzapur but he did not provide any information to the appellant. PIO in the office of the superintendent of police may provide the following information pointwise to the information seeker within stipulated time as prescribed under subsection 1 of section 7 of the Right to Right to Information Act 2005. 1-Provide the reason for not summoning victim Lalit Mohan Kasera in submitting the report in complaint registration number : PMOPG/E/2022/0203169 submitted before PMO by the information seeker as the victim is the prime witness of the offenders. 2-Please provide the copy of the X-Ray report which is yet to be received by the police from the department of medical is the integral part of the medical examination report.
