Prayer-Think about the gravity of the situation that to acquire information, the applicant wrote several representations to the concerned public functionaries but no one is interested to take action in the matter concerning deep rooted irregularities in the working of public authority High Court of Judicature at Allahabad.
This representation contains four communications, two of them addressed to the applicant from CPIO, High Court of Judicature at Allahabad and later two addressed to CPIO, High Court of Judicature at Allahabad from ministry of justice, government of India and copy for information made available to the applicant ipso facto.
With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.
1-1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform.
(i) to safeguard public property and to abjure violence.
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-I pray before the Honourable Sir that Honourable Sir, please take a glance at the first page of the attached document to the grievance which is communication dated 01 Sept 2022 letter number-1402/R.T.I./351/2022/AHC of the registrar accounts/central public information officer of High court of judicature at Allahabad addressed to the applicant. In this communication, it has been categorically stated that after thorough search of the grievance number DEPOJ/E/2019/04435 as mentioned by the applicant in his applications dated 30/06/2022 and 19/04.2022 does not appear to have been received in the office of the Honourable court.

3-It is submitted before the Honourable Sir that Honourable Sir, please take a glance at the second page of the attached document to the grievance which is communication dated 05 Sept 2022 letter number-1424/R.T.I./351/2022/AHC of the registrar accounts/central public information officer of High court of judicature at Allahabad addressed to the applicant. In this communication, he took the recourse of communication dated 01 Sept 2022 letter number-1402/R.T.I./351/2022/AHC of the registrar accounts/central public information officer of the High court of judicature at Allahabad addressed to the applicant in which sought information was denied to the applicant cum information seeker on a false ground by deteriorating the credibility of the public through his incredible work reflects his insolence.
4-It is submitted before the Honourable Sir that two communications addressed to CPIO, High Court of Judicature at Allahabad from ministry of justice, government of India and copy for information made available to the applicant ipso facto are dated 05th December 2019 and 14th September 2022 exposing the lies of of the registrar accounts/central public information officer of High court of judicature at Allahabad. Whether such a liar can occupy the chair of the registrar accounts/central public information officer of the High court of judicature at Allahabad is a key post in the registry of the High court.
5-It is submitted before the Honourable Sir that if complaint registration number : DEPOJ/E/2019/04435 Grievance Concerns To Name Of Complainant Yogi M. P. Singh Date of Receipt 01/12/2019 Received By Ministry/Department Justice was sent by department of justice through communication dated 05th December 2019 to Registrar General, High Court of Judicature at Allahabad, then why did CPIO, High Court of Judicature at Allahabad denied information on the ground of non-availability of the communication dated 05th December 2019? Which is not only indiscipline but deliberate mistake of the law not pardonable.

This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray for you, Hon’ble Sir.
