Thus the aforementioned grievance was disposed of by the office of chief minister through an arbitrary and inconsistent report. Whether the complaints received from the office of our great prime minister Mr Narendra Damodar Modi are entertained so negligently. श्रीमान जी प्रार्थी की शिकायत तो उपसचिव अरविंद मोहन जोकि मुख्यमंत्री योगी आदित्यनाथ जी के कार्यालय में तैनात हैं और जो इस समय मुख्यमंत्री कार्यालय में जन सूचना अधिकारी प्रथम अपीलीय अधिकारी और वेबमास्टर जनसुनवाई पोर्टल है उनके विरुद्ध यह शिकायत की गई है सब कुछ जानते हुए भी मुख्यमंत्री कार्यालय द्वारा मेरे शिकायत को मिर्जापुर जनपद में भेज दिया गया अपर जिला मजिस्ट्रेट द्वारा स्पष्ट रूप से लिखा गया है कि मामला जिला प्रशासन से संबंधित नहीं है बल्कि शासन से संबंधित है प्रश्न गत प्रकरण यह है कि कोई भी जन सूचना अधिकारी उसी कार्यालय में प्रथम अपीलीय अधिकारी नहीं हो सकता है यह न्याय के नैसर्गिक सिद्धांत के विरुद्ध है यह प्रकरण सूचना से संबंधित नहीं है बल्कि सरकार की अराजकता से संबंधित है इस शिकायत के द्वारा मुख्यमंत्री कार्यालय में व्याप्त अराजकता का विरोध किया गया है और यह अनुरोध किया गया है कि इस अराजकता को मुख्यमंत्री कार्यालय से शीघ्र दूर किया जाए यदि मुख्यमंत्री कार्यालय में ही अराजकता होगी तो अधीनस्थ कार्यालयों की विश्वसनीयता का अंदाजा लगाया जा सकता है From subsection 1 of section 19 of the Right to Information Act 2005, it is quite explicit that the First Appellate Authority must be a senior rank of public information officer but here ARVIND MOHAN (L.S. Sec-5) Designation UNDER SECRETARY is the both PIO and FAA which is contrary to explicit provision of Right to Information Act 2005. For the more details, vide attached document to the grievance. Continuation of the aforementioned officer at the post of First Appellate Authority is the signal of the lawlessness and anarchy in the working of the office of chief minister government of Uttar Pradesh. Nomination of the Arvind Mohan as the First Appellate Authority implies no remedy available against the arbitrary decisions of the public information officer. If the efficient officers are available, then why is a man of doubtful integrity being promoted by the office of chief minister of Uttar Pradesh? Corruption is proved in two ways.1-Through direct evidences. 2-Circumstantial evidence. Here ample circumstantial evidence questions the integrity of the aforementioned officer reaping benefits of various key posts.

प्राप्त फीडबैक -दिनांक20-09-2022 को फीडबैक:-श्रीमान जी प्रकरण मुख्यमंत्री कार्यालय उत्तर प्रदेश सरकार में व्याप्त अनियमितता से संबंधित है मुख्यमंत्री कार्यालय में तैनात उप सचिव अरविंद मोहन जन सूचना अधिकारी भी हैं प्रथम अपीलीय अधिकारी भी हैं और जनसुनवाई पोर्टल के व्यव मास्टर भी हैं और जनसुनवाई पोर्टल में मनमानी भी किया करते हैं श्रीमान जी जन सूचना अधिकार 2005 में धारा 19 के उप धारा 1 में स्पष्ट रूप से वर्णित किया गया है के प्रथम अपीलीय अधिकारी जन सूचना अधिकारी का वरिष्ठ अधिकारी होता है ऐसे में किस नियम से अरविंद मोहन का जन सूचना अधिकारी होना और प्रथम अपीलीय अधिकारी भी होना न्यायोचित है श्रीमान जी यह सिर्फ अराजकता का द्योतक है हम कहते हैं क्या मुख्यमंत्री कार्यालय में अधिकारियों की कमी है जो अरविंद मोहन को ही जन सूचना अधिकारी भी बना दिया और प्रथम अपीलीय अधिकारी भी बना दिया गया है अरे संवैधानिक व्यवस्था के विपरीत चलकर किसी भी कार्यालय में इस तरह की पोस्टिंग को उचित नहीं ठहराया जा सकता है यदि अरविंद मोहन को प्रथम अपीलीय अधिकारी नामित करना था तो जन सूचना अधिकारी नामित नहीं करना चाहिए था और जन सूचना अधिकारी नामित किया गया है प्रथम अपीलीय अधिकारी नहीं करना चाहिए था अन्यथा अराजकता
