Looking to the nature of allegations made in the complaint it would be appropriate to call for a report from the Police Commissioner, Varanasi who shall look into the matter and after necessary inquiry send his report to the Commission's Head Office situated at TC 34- V1 Vibhuti Khand, Gomti Nagar, Lucknow on or before 13.09.2022.

Please connect this supplementary to Diary No 1780/IN/2021 Case / File No 2278/24/72/2021 Victim Name SARITA SINGH Registration Date 14/07/2021 as the matter needs urgent and the utmost attention of the Honourable commission to growing anarchy in the department of police.
Prayer-Under subsection 1A of section 173 of the Criminal Penal Code The investigation in relation to an offence under sections 376 of IPC shall be completed within two months1 from the date on which the information was recorded by the officer in charge of the police station.
But in the matter of aggrieved Sarita Singh, police procrastinated more than six months in the name of investigation and still investigation is undergoing quite obvious from the communication of assistant commissioner, Bhelupur, Varanasi date-09 Sept 2021 attached to petition.
Please initiate disciplinary proceedings against the assistant police commissioner Bhelupur, Varanasi Mr. Chakra Pani Tripathi who remained fail to pursue obligatory duties as representations submitted before him repeatedly, but he only procrastinated through arbitrary inconsistent reports and failed as supervisory officer.
The matter concerns the I.G.R.S. -92119700000597, office of circle officer, Bhelupur, Varanasi, date of application-01/03/2021, complaint received from CM-H. Name of the applicant - Sarita Singh, D/O Shankar Lal Singh, Address- Block number-69, flat number- 11, Indrapur colony, Jail Road, police station- Shivpur, Mobile number-7309711847Name of opposition- Hritik Ranjan S/O Rajnath, Address- New colony, ward number-25 District- Sonebhadra, Uttar Pradesh Brief description of complaint- Opposition denied marrying even after live in relationship. According to representation of the aggrieved applicant dated 03/03/2021, Litigation crime number- 203/2021 under I.P.C. section 376 and 406 registered against the opposition in police station- Lanka. Its investigation is being performed by sub-inspector Pradeep Kumar. Circle officer directed in-charge police station Lanka for speedy investigation.
CrPC Chapter XII S. 173 Report of police officer on completion of investigation
Description 1-Every investigation under this Chapter shall be completed without unnecessary delay.
1A. The investigation in relation to an offence under sections 376, 376A, 376AB, 376B, 376C, 376D, 376DA, 376DB or 376E of the Indian Penal Code shall be completed within two months1 from the date on which the information was recorded by the officer in charge of the police station.
According to representation of the aggrieved applicant dated 03/03/2021, Litigation crime number- 203/2021 under I.P.C. section 376 and 406 registered against the opposition in police station- Lanka.
Which means more than six months passed since the date F.I.R. was registered by the police station-Lanka District -Varanasi.
Please initiate disciplinary proceedings against the assistant police commissioner Bhelupur, Varanasi Mr. Chakra Pani Tripathi who remained fail to pursue obligatory duties as representations submitted before him repeatedly, but he only procrastinated through arbitrary inconsistent reports and failed as supervisory officer.
ReplyDeleteThink about the alertness of the Uttar Pradesh human rights commission who are taking action after 1 year from the date when the representation was submitted by the aggrieved lady Sarita Singh quite obvious from the representation and anarchy of the police officer in the office of police commissioner Varanasi.
