City provided information of RTI Application dated 26/03/2022. ललित मोहन कसेरा ने 01/05/2022 को सूचना मांगी है लेकिन सीओ. शहर ने आरटीआई आवेदन दिनांक 26/03/2022 की जानकारी प्रदान की जब की दोनों जनसूचना आवेदनों के विषयवस्तु भिन्न भिन्न है श्री मान क्या यह जनसूचना अधिकार के प्रावधानों का मखौल नहीं है यह पूर्ण अराजकता है Sir, it is expected from the police that it will maintain law and order but such indiscriminate dealings only promote lawlessness and anarchy. There must be control on such activities to maintain discipline in the department which is an integral part. For more details, vide attached document to this appeal.

* Description of Information Sought PIO in the office of the superintendent of the police may provide the point wise information as sought within stipulated time as prescribed under subsection 1 of section 7 of the Right to Information Act 2005.
1-Honourable Superintendent of police District-Mirzapur may tell the aggrieved applicant how the N.C.R.registered as 31/22 under section 323/504 of the Indian Penal Code on 21 March 2022 may be culminated into the sections of Cr.P.C. 151/107/116 which are preventive measures? This implies the conclusion and observations of the concerned police and circle officer itself is unjustified and contrary to the law of land must be cured by the competent senior rank officer.
Please provide a copy of the X-Ray report which was carried out in the divisional hospital, Hazrat Imam Yusuf Hospital of the victim on the same day.
2-Section 151 CrPC is a provision contemplating the preventive action of the police. The said provision can be invoked by the police officer even before a person commits a crime. 151. ARREST TO PREVENT THE COMMISSION OF COGNIZABLE OFFENCES.(1) A police officer knowing of a design to commit any cognizable offence may arrest, without orders from a Magistrate and without a warrant, the person so designing, if it appears to such officer that the commission of the offence cannot be otherwise prevented. Cr,P.C. 107/116 is applied when there is apprehension of the breach of peace consequently these two sections are also preventive measures reflecting incompetence of the aforementioned police.
Please provide the circular, notification, office memorandum issued by the government which supports the culmination of N.C.R.registered as 31/22 under section 323/504 of the Indian Penal Code to sections of Cr.P.C. 151/107/116 which are preventive measures.
3-Whether the medical examination report of the victim is subjected to the investigation of the police undoubtedly not, how the serious injuries inflicted on the victim by the offenders can be overlooked. Whether the credibility of the police is not under a cloud as it lacks transparency and accountability. Police are not a judge who set the offenders scot-free. Whether the concerned police will reveal the date and time when the offenders were detained by the police in view of apprehension of breach of peace as Romil Kasera charged under Cr.P.C. 151 and why two other offenders managed to get sympathy from the concerned police? Please provide the reason to leave two other offenders scot-free by the police as the right to reason is an indispensable part of sound administrative system.
4-Please provide the provision which delegates the power to police to reach on the conclusion of the medical examination report as it shows serious injuries inflicted on the victim but investigation report concluded no criminal incident took place then who inflicted serious injuries to victim.
