Why did the application dated 13 October 2019 of Dinesh Pratap Singh not reach the concerned court despite the order passed by the District Judge Lucknow as ordered on 16 October 2019? Here this question arises: who overlooked the order passed by the District Judge Lucknow on 16 October 2019? More than two and half years have passed but the questionnaire sent by Dinesh Pratap Singh still has not reached the concerned court. Whether it is not reflecting deep rooted tyranny and arbitrariness in the working of the public authority district court Lucknow?

Most respectfully the applicant wants to draw the kind attention of the Honourable Sir under Article 51 A of the constitution of India to the following submissions as follows.

2-Sir, open court hearing and independence of judiciary are two essential components of delivery of justice but where is open court hearing if application dated 13 October 2019 of Dinesh Pratap Singh has not reached the concerned court despite the order passed by the District Judge Lucknow as ordered on 16 October 2019. Whether independence of judiciary delegates the power to a judicial member to defy the suggestion as conveyed on 16 October 2019.
3-Where is accountability in judiciary if representation in the form of questionnaire of Dinesh Pratap Singh still not reached to the concerned court after more than two and half years. Surprisingly the court is collecting evidence and the defender has the right to keep its submissions at any stage of proceedings to overcome injustice made to him.
4- High court of judicature and apex court are court of records, then why is the concerned court running away from the order passed by the Lucknow bench of the High court of judicature at Allahabad?.
The matter concerns the failure of law in the state of Uttar Pradesh. When both administration and court overlooked the grievances concerned with the deep-rooted corruption, then in frustration, door of ministry of law and justice knocked. When Registrar general also overlooked the representation of the applicant forwarded by the ministry of justice, then think about the status of rule of law in the state of Uttar Pradesh. Please forward the matter to registrar general High court of judicature as reminder because to overlook the forwarded can never be in accordance with the framework of the constitution.
Aggrieved Dinesh Pratap Singh ruthlessly expelled from his house by looting belongings of the house holds and other valuables by the opposite party in caucus with the police concerned by making the mockery of the order passed by the Lucknow bench of the High Court of judicature at Allahabad and slapping serious charges under aforementioned sections and many more others not only on the aggrieved applicant but also his wife who expired under trauma and daughter as well.

Thanks to the concerned officer Officer Name Shri Niraj Kumar Gayagi (Joint Secretary) who sent the matter to the Registrar General, Allahabad High Court. Now aggrieved applicant will ensure the accountabilty of the aforementioned officer through The right to information act 2005. I know well that this time also Registrar General, Allahabad High Court will not send the forwarded communication to concerned mandate because of the tyranny and arbitrariness as precedent set in the past time in the reference matter which registration number is given in the grievance. After all thanks to the aforementioned officer Shri Niraj Kumar Gayagi who forwarded matter to High court of judicature at Allahabad as required under the law of land. Rule of law must be given paramount importance in this largest democracy in the world but here high court order has been taken under teeth and representation in that reference is not taken up by concerned court even after order of district judge Lucknow.
