On behalf of Rishabh Dubey, Village panchayat-Lalganj, Block-Lalganj, PIN Code-231211, District-Mirzapur, Uttar Pradesh, Mobile number-7388002308 under article 51 A of the constitution of India.

The matter is concerned with the transfer policy of officers of the Government of Uttar Pradesh. Ms Priyanka Niranjan was transferred in the district Mirzapur on 8 Mai 2017 thus she has spent 2 years 8 months in the district Mirzapur. It is most unfortunate that no C.D.O. rank officers stay in the district for more than 2 years but this lady officer is entertaining more than two and a half years i-e. near about three years even when several complaints have been made against this Lady officer and it is most unfortunate that the government of Uttar Pradesh is overlooking the grievances of the citizenry of the state. Whether it is justified whether it is not a mockery of the law of land if the government itself has formulated transfer policy but not acting in accordance with the spirit of it if really for transparency and accountability then it must act in accordance with the spirit of the transfer policy. If it will not help public and UP government will not act in accordance with its spirit how other will comply the directions of the government at least government must respect its transfer policy if the complaint has been made against the Priyanka Niranjan CDO Mirzapur then she must not be allowed in the district Mirzapur any more as there is large scale resentment against this lady officer of the government. The matter concerned with deep-rooted corruption is put under the carpet by this lady officer. Think about the matter of A.D.O. Panchayat Chhanbey caught red-handed taking bribe in the name of senior rank officers and still, no action has been taken against him despite numerous complaints by public-spirited individuals and she is head of development building of Mirzapur.

Concerned accountable public functionaries C.D.O. Priyanka Niranjan had been transferred and New C.D.O. took the charge in Mirzapur district on 21/Jan/2020, then how is it feasible to clean chit to the wrongdoer A.D.O. panchayat Chhanvey Mirzapur who was taking bribe in the name senior officers and caught red-handed in the video made by the whistleblower. In the district, C.D.O. is the head of developmental works under the monitoring of the District Magistrate. How this report be credible which integrity itself not impeccable. C.D.O. Priyanka Niranjan itself under the eye of law as serious charges are also on her and she manipulated everything to set the wrongdoer staff set free who was working senior officers to collect bribes from gram pradhans. This matter has been covered under the carpet because of rampant corruption in the government machinery. Why communication was signed by C.D.O. Priyanka Niranjan when newcomer C.D.O. took the charge which means she had been already transferred
