Honourable Sir, the details of the aforementioned grievances are attached herewith and you must meditate on it that when the core issue theft of electricity is being carried out by the staff of the department of electricity will not be touched, then how the grievances of the complainant may be considered disposed of ipso facto. There are two types of evidence of corruption. 1-Direct 2-Indirect or circumstantial evidence. Undoubtedly the complainant has no direct evidence of the bribes taken by the staff of the department of  electricity but there is ample evidence of rampant corruption in the department of electricity which can be argued by the complainant before the competent authorities and will prove that theft of electricity is the source of the backdoor income of the staff of the department of Uttar Pradesh power corporation limited. Think about the gravity of the situation that the matter concerning theft of electricity is arbitrarily overlooked by the staff concerned and such arbitrary reports are accepted by the monitoring bodies including officers posted in the office of chief minister Yogi Aditynath who claims to be honest chief minister in the state of Uttar Pradesh. For honesty, there must be transparency and accountability in the dealings of the public functionaries but the key office in the  state of Uttar Pradesh has itself failed to promote transparency and accountability in its function.

Main focus is on the theft of electricity but the subordinate office is not touching the core issue and the supervisory body of the chief minister office is overlooking it. As far as arbitrary billing is concerned, you again assured that you will rectify the bill in the next month on the grounds of the meter reading but it was a secondary issue. It means this issue is still unresolved. Now we come to the main issue which is theft of electricity bypassed by the concerned staff and also by senior management of the Uttar Pradesh power corporation Limited ipso facto obvious from the frequent procrastination on the issue.

Why did the Executive Engineer Electricity Distribution Second not touch the aforementioned core issue of theft of electricity carried out at the large scale by the subordinates of the Purvanchal Vidyut Vitaran Nigam Limited by taking the senior rank officers in good faith? It has been dead sure that large scale theft of electricity is being carried out at the behest of the department of electricity itself, quite obvious from the procrastination on the matter.
