Why does the Mirzapur district consumer forum return applications of aggrieved consumers arbitrarily reflects lawlessness and anarchy in working of it

First the consumer forum Mirzapur arbitrarily rejected the petition submitted under prescribed form because of its corrupt working culture quite obvious from the attached document to representation. Now they are not inviting the removal of objections if any after submitting of the representation by the aggrieved consumer itself.
With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.
1-I pray before the Honourable Sir that it is insensitivity of the accountable public functionaries of consumer forum Mirzapur who are reluctant to leave tyranny because of uncontrolled mismanagement in the office.
2-It is submitted before the Honourable Sir that undoubtedly we are facing a precarious situation because of rampant corruption in the working of the public staff and conservative nature of accountable public functionaries to support corrupt activities of subordinates.
3-I pray before the Honourable Sir that
Aforementioned report submitted arbitrarily by company and National consumer helpline accepted it by taking recourse of it that  In case you still feel the need to pursue the case with the company for further relief/ compensation in the absence of suitable/ acceptable redressal, you may file a case at the designated Consumer Commission from a place of your convenience, offline.

Hon'ble Sir please take a glance of historic judgement delivered by the apex court of India. Accountability must be ensured in order to achieve good governance.
Even in respect of administrative orders Lord Denning M.R. in Breen v. Amalgamated Engineering Union (1971 (1) All E.R. 1148) observed "The giving of reasons is one of the fundamentals of good administration". In Alexander Machinery (Dudley) Ltd. v. Crabtree (1974 LCR 120) it was observed: "Failure to give reasons amounts to denial of justice". Reasons are live links between the mind of the decision taker to the controversy in question and the decision or conclusion arrived at". Reasons substitute subjectivity by objectivity. The emphasis on recording reasons is that if the decision reveals the "inscrutable face of the sphinx", it can, by its silence, render it virtually impossible for the Courts to perform their appellate function or exercise the power of judicial review in adjudging the validity of the decision. Right to reason is an indispensable part of a sound judicial system, reasons at least sufficient to indicate an application of mind to the matter before Court. Another rationale is that the affected party can know why the decision has gone against him. One of the salutary requirements of natural justice is spelling out reasons for the order made, in other words, a speaking out. The "inscrutable face of a sphinx" is ordinarily incongruous with a judicial or quasi-judicial performance.
The most surprising thing is that concerned staff of consumer forum District-Mirzapur instead of providing their own reason in the comment only copied the some parrot reply as recourse to revert each case submitted online by the aggrieved consumers. Here office staffs are itself a stumbling block for the aggrieved consumers in seeking justice against the violations of consumer rights of citizens.

1-1-I pray before the Honourable Sir that  51A. (i) to safeguard public property and to abjure violence;

(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-I pray before the Honourable Sir to ensure that no arbitrary action may be taken in the serious matter as follows

4-It is submitted before the Honourable Sir that documents attached to the grievance are also attached to this email representation. I challenge it that my application is reverted by the concerned staff because of corruption in the dealings of the concerned mandate. Whatever expected from the consumer, I have submitted.
5-I pray before the Honourable Sir that according to section 4 (1) (d) of Right to Information Act 2005, Every public authority shall—provide reasons for its administrative or quasi-judicial decisions to affected persons.
If the matter is not reaching the concerned table because of such corrupt sheep in a cryptic manner, then how can the government claim honesty in the system where corruption is rampant.
