If justice is available to women and girls in Gujarat government, then why Vandana Singh is still deprived of it reflects anarchy

Article 14 of the Constitution of India provides for equality before the law or equal protection of the laws within the territory of India. ... "The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India."
Whether Gujarat police has not failed to provide justice to vulnerable ladies who are victims of domestic violence because of dereliction of the police concerned? Undoubtedly it is corruption as police are not showing keenness to be instrumental in providing justice to vulnerable ladies, quite obvious from the current matter. 
Modi Sir, during the first campaign in the parliamentary election when you were proposed prime ministerial candidate of B.J.P. and its allies, you honourable sir attacked opposition congress of crushing the provisions of constitution and assured the electorates to establish the rule of constitution and seven years passed as prime minister of this country and Sir you were the chief minister of state of Gujarat for three successive term what happened? Sir whether you kept your promises? 
Instead of taking any action in the matter, the prime minister's office says that the matter is concerned with the state of Gujarat and expresses inability to take any action. Undoubtedly they will act if the matter is politically motivated, such is the working style of the prime minister's office? I have been working as an anti corruption crusader for 25 years and many have sworn in as prime minister but the prime minister's officer always forwarded the matter to the concerned mandate but now it is working as aforementioned. What an embarrassing situation has been created in this country.
