As the departmental heads in the field offices are the Public Information Officers of the such offices. Which means the matter directly concerns the ambit of executive officer municipality Mirzapur city not chief development officer. Now the ball is in the court of C.D.O. Mirzapur where irregularities are ramified.
Undoubtedly we are not governed by the rule of law as provisions of the constitution are being overlooked by the government functionaries itself to fill their pockets.
With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows
1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform.
2-It is submitted before the Hon'ble Sir for the following information sought by the information seeker.
Public Information Officer municipality Mirzapur city who is also the executive officer of the municipality Mirzapur city may provide the following information to the information seeker regarding the Sangmohal ward of the municipality Mirzapur. As the departmental heads in the field offices are the Public Information Officers of the such offices.
1-PIO may provide the information of total development fund provided by the government to Sangmohal ward year wise for the current five years term.
2-PIO may provide the project details executed by the municipality Mirzapur city through the aforementioned funds as required under point one. 3-PIO may provide the estimates and invoices regarding the projects as sought under point two by the information seeker.
4-Please provide the information regarding voluntary disclosure of information by the municipality Mirzapur city as required under subsection 1b of section 4 of the right to information act 2005. As far as my knowledge is concerned, you did not provide single information under the aforementioned section of the right to information act 2005.
5-Provide the posting details of the class one and class two staffs of the municipality Mirzapur city currently working and those transferred in five years.

3-I pray before the Honourable Sir that the Sir factual position is that our corrupt public functionaries adopt a step motherly approach with the Right to Information Act 2005 as it aims to contain corruption which impedes their corrupt dealings. That is why they keep the portal inviting applications under right to information act 2005 non functional through their cryptic working styles. The weird treatment of online portals causes resentment among the large section of people seeking information against the unlawful activities of the corrupt public staff.

There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy.
