The matter concerns 71 years old lady Shiv Kumari W/O Shiv Shankar is so vulnerable that cannot safeguard itself and seeking justice against the wrongdoers but police is reluctant not to take any action in the matter.

Public Information Officer in the office of Superintendent of police District Mirzapur may provide the following information as follows. 

1-Applicant submitted शिकायत संख्या:-40019921015895आवेदक का नाम-Shiv Kumari and report submitted by Tahsildar through its Lekhpal which is page 1 of attached document. Also, applicant submitted शिकायत संख्या:-40019921015894 आवेदक का नाम-Shiv Kumari and report submitted by superintendent of police through its sub inspector which is page 2 and 3 of attached document to RTI request. Please provide the reason of repeated inconsistent report by the concerned sub inspector as required under subsection 1 d of section 4 of Right to Information Act 2005.

2-Provide the qualification of the sub inspector concerned who cannot understand the subject matter of the grievance and posting detail in the district. 

3-Provide the name and designation of the staff who accepted the repeated inconsistent report of the sub inspector without application of own mind.

3-I pray before the Honourable Sir that when PIO in the office of superintendent did not provide information, then first was submitted by the aggrieved lady as follows

* Prayer or Relief Sought Registration Number SPMZR/R/2021/60036 Name Shiv Kumari Date of Filing 05/09/2021 Status RTI REQUEST RECEIVED as on 05/09/2021Detail is attached to the appeal in the PDF form. According to subsection 1 of section 7 of the Right to Information Act 2005-Subject to the proviso to subsection (2) of section 5 or the proviso to subsection (3) of section 6, the Central Public Information Officer or State Public Information Officer, as the case may be, on receipt of a request under section 6 shall, as expeditiously as possible, and in any case within thirty days of the receipt of the request, either provide the information on payment of such fee as may be prescribed or reject the request for any of the reasons specified in sections 8 and 9:It is 26 Oct 2021 today which means 1 month 21 days passed, but PIO did not provide any information which means PIO denied information as quite obvious from the subsection 2 of section 7 of the Right to Information Act 2005 If the Central Public Information Officer or State Public Information Officer, as the case may be, fails to give decision on the request for information within the period specified under subsection (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall be deemed to have refused the request.  Consequently, PIO violated subsection 1 of section 7 of the Right to Information Act 2005. Think about the gravity of situation that Chauki in charge Bali Maurya is submitting arbitrary inconsistent reports without taking the perusal of the subject matter and monitoring body is accepting those by keeping its eyes closed and PIO is not providing the information is signalling only anarchy. Objective of the Right to Information Act: The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed. The Act is a big step towards making the citizens informed about the activities of the Government. Whether the aforementioned objectives can be achieved by not entertaining the RTI requests within prescribed time or by cryptically denying information as done by the PIO.
