For more detail, vide attached document.Registered Agreement: An Agreement that is signed before and scanned with the Government’s Registrar office is a registered agreement. This process is conducted and concluded with the office of Sub Registrar for a particular area. It requires all Licensors (or PoA holder) and Licensees to be present at the time of execution of document. Instead of seeking registered agreement to run away from the matter ipso facto, police must do the retrospection in the matter.  1-Initially police denied to entertain the matter on the ground that police are not technical expert so it must be looked into by a technical expert. After numerous representations and interference of senior rank officers, chauki in-charge Bali Maurya transferred the matter to the executive engineer, municipality Mirzapur city.  2-Executive engineer, municipality Mirzapur city carried out enquiry through its assistant engineer and then it was provided to chauki in-charge Bali Maurya for further investigation and action.  3-Sir it is quite obvious that in the report, opposition Yakoob Ansari and his son found guilty as they did not follow the setup standard which resulted havoc to vision of the applicant and destroyed the public fund provided by the government to make prime minister Avas. The house made by Yakoob Ansari and his son has been declared unsafe by the enquiry officer because it may cause fatal to lives of dwellers.  4-Sir, everyone knows that Law-Order is state subject maintained by the government in the state through its police so it is obligatory duty of the concerned police to be instrumental in providing justice to the applicant.  5-Sir, Yakoob and his son have no registered firm authorized by the government of Uttar Pradesh or government of India. According to law of land, every service provider is registered in the excise office of the government of India to provide services but they are carrying out their business to construct houses illegally.  6-Chauki in-charge escaping from the matter by taking the recourse of fact that the matter is of civil nature but the factual position is that applicant is seeking criminal proceedings in the matter as aforementioned contractor has cheated the applicant to reap ulterior benefit. 7-Sir, according to Chauki in-charge, he is taking flimsy recourse of registered agreement to escape from the matter. Whether he will provide a single registered agreement in the district - Mirzapur through which any house was built.
