श्री मान जी दिनांक छह अक्टूबर २०१७ का पत्र  मंडल रेल प्रबंधक कार्यालय उत्तर मध्य रेलवे इलाहबाद का है जो की प्रार्थी योगी एम्. पी. सिंह मुहल्ला सुरेकापुरम , जबलपुर रोड जनपद मिर्ज़ापुर को सम्बोधित है और इससे भी पहले का पत्र २६ जुलाई २०१७ का भी है दोनों पत्र वरिष्ठ मंडल वाणिज्य प्रबंधक उत्तर मध्य रेलवे इलाहबाद द्वारा हस्ताक्षरित है जिसमे सीधे रेलवे वैगन से खाद को ट्रक में लोड करने की परमिशन मुख्य माल अधीक्षक मिर्ज़ापुर लिखित मांगी गयी है और यह परमिशन इस शर्त के साथ रेलवे द्वारा प्रदान किया गया की पार्टी द्वारा किसी भी छति  पूर्ति का दावा रेलवे से नहीं किया जाएगा श्री मान जी अब आप बताये मामला कैसे रेलवे से सम्बन्घित है श्री मान यह मामला आपके कृषि विभाग से सम्बंधित है और वह स्टाफ दोषी है जिसने माल अधीक्षक मिर्ज़ापुर से लिखित परमिशन मागी  और यह परमिशन इस शर्त के साथ रेलवे द्वारा प्रदान किया गया की पार्टी द्वारा किसी भी छति  पूर्ति का दावा रेलवे से नहीं किया जाएगाआश्चर्य की बात यह है की सब कुछ जानते हुए भी मुख्य मंत्री कार्यालय अनजान बन रहा है और एक लापरवाह नौकरशाह की लापरवाही को नजरअंदाज कर रहा है Vide page third and fourth of the attached PDF document to the representation.

The matter is concerned with the deep rooted corruption and it is unfortunate that instead of taking action, concerned accountable public functionaries are procrastinating in the matter since more than four years. Whether it is justified on one side of screen, our Prime Minister Mr Narendra Modi Sir is claiming to provide good governance and corruption free government but his ministry is saying that the matter is concerned with state government and state government is saying that matter is concerned with the ministry of Railways. Whether government will solve the matter in this way even when the matter is concerned with complete mismanagement of the Ministry of Railway a as well as government of Uttar Pradesh. Here this question arises that why our governments are not interested to take action in order to overcome the corruption and Tyranny of the corrupt public functionaries which is ipso facto obvious. How the corruption will be overcome if Owl is seated at every branch. Thanks Sir.

उक्त आर0टी0आई0 आवेदन पत्र में उल्लिखित संदर्भ सं0- GOVUP/E/2019/36610 जो आई0जी0आर0एस0 के माध्यम से भारत सरकार द्वारा उ0प्र0 सरकार को ऑनलाइन अग्रेसित किया गया था, जो भारत सरकार के रेल मंत्रालय से संबंधित था, जिसे इस कार्यालय द्वारा भी त्रुटिवश अपर मुख्य सचिव/प्रमुख सचिव/सचिव,कृषि विभाग, उ0प्र0 शासन को दिनांक 14.07.2020 को अग्रेसित कर दिया गया है, जिसके लिए खेद है । उर्वरकों की रैक अनलोडिग एवं लोडिग कराने का कार्य/ दायित्व कृषि विभाग का नहीं है, की निस्तारण आख्या लगायी गयी है।

उपरोक्त के दृष्टिगत प्रकरण भारत सरकार के रेल मंत्रालय से संबंधित होने के फलस्वरूप सूचना दिया जाना सम्भव नहीं है । अत: कृपया भारत सरकार के पोर्टल पर पुन: आवेदन कर सूचना प्राप्त कर सकते हैं ।

It is quite obvious that following undertaking is a department of the the government and wrongdoer concerns this department so it is obligatory duty of the supervisory body chief minister office to ensure the accountability of the concerned wrongdoer. Uttar Pradesh Cooperative Federation Limited U.P. Cooperative Federation Ltd. Popularly known as PCF (Pradeshik Co-operative Federation) was established on 11 th June, 1943 at Lucknow ( India ), the state capital of U.P.- the most populace state of the country. It was aimed at serving the masses in general and the farmers in particular through procurement of their agricultural produce and its marketing to consumers. Subsequently it enlarged its area of operation through setting up of processing units and distribution of various agricultural inputs by opening its offices in every district of the province and at every regional headquarter of the state besides branches at important Mandi stations within and outside the state.
