Whether it women empowerment in the state of Gujarat? Why Gujarat police is procrastinating in lodging First Information Report since the year 2011 of Vandana Singh?
The matter concerns to summon dated 31/07/2021 sent through WhatsApp on 09 Aug 2021  and subsequent enquiry by Hiral N Chaudhari, Pro ASSI Sub Inspector, Mahila police station west, Ahmedabad City, State of Gujarat. Vide first page of the attached PDF document. For more detail, vide attached document to the representation.
An application on behalf of Vandana Singh W/O Mr. Rajkumar Singh D/O Nandlal Singh under Article 51 A of the constitution of India to seek status of the case cum complaint and justice concerned with domestic violence  living separate with her husband at the place of her parents home for ten years.
Where women are worshipped, gods live there. How the land of Lord Ram and Krishna tolerating the barbaric treatment with the women? How the fifty percent population in this country can be thrown at the gate hell?
Hon'ble Chairperson may take appropriate action in the matter to provide justice to the aggrieved lady Vandana Singh W/O Mr. Rajkumar Singh as he/she deems fit as aggrieved lady because of cruel and barbaric treatment of her drinker husband Mr. Rajkumar Singh living at the house of her parents in Uttar Pradesh.
Whether police will explain it that why concerned police did not take any action in the matter when the matter was properly reported to the police concerned, and they are only procrastinating and the matter.
Think about the dignity of women in this largest democracy in the world that a drunkard husband used to beat mercilessly his wife and this woman left the home of her husband and living the parent's house and police cannot find out the solution in the state of Gujarat where our prime minister Narendra Damodar Modi remained chief minister of the state for the three consecutive terms.
If the fragment of justice is available to women and girls in this largest democracy in the world then in this case Gujarat Police must take action against the drunkard husband who assaulted the dignity of his wife by assaulting mercilessly.
Now this matter has been reported to the National human rights commission of the country and I think that they must take action to safeguard the human rights of this woman.
Whether drunkard husband has right to beat her wife mercilessly every day and when the wife leaves the house of the husband and reaches to the house of the parents after lodging the first information report before the Gujarat police, then no action is taken by the police in the matter. Whether it reflects the rule of law in the state of Gujarat, where our prime minister remained three times successive terms as the chief minister of the state of Gujarat?
Here credibility of the government functionaries are important if the government functionaries will not be credible how will they act against the growing corruption in the government machinery and if the corrupt public functionaries will remain in the system then no action will be taken in the genuine matters because of the corruption in the government machinery which is the root cause that action is not being taken by the police in the matter of Vandana Singh who is knocking most of the doors of the public functionaries.

With due respect the applicant invites the kind attention of the Honourable Sir to the following submissions as follows. 
1-The applicant is living at the parrents house, which address as follows.Name of the father- Nandlal Singh S/O Naval Kishor Singh, Village- Babura, Post- Babura, Police station- Vindhyachal, District- Mirzapur, State- Uttar Pradesh, PIN Code-231307, Mobile number- 7459814605 
2- The applicant has made this application against her husband- Mr. Rajkumar Singh and others, who is a drinker and commits act of serious domestic violence because of dowry quite obvious from the attached representation dated- 07/10/2011 which Hindi version is page 2 of the attached PDF document and page 5,6 and 7 are the noted complaint by the inspector of women police station City-Ahmedabad, state of Gujarat. The address of the husband is as follows.8/9 Greenpark-2, Mahipal Nagar, B-9 , Chandkheda, Ahmedabad, State of Gujarat. 
3-The police station Ahmedabad city women cell also took the witness testimony of my father on the same which Hindi translated version is  page 3 of the attache PDF document and page 8 and 9 are noted in Gujarati language by the inspector of women police station City-Ahmedabad, state of Gujarat.
4-The police station Ahmedabad city women cell also took the counter witness testimony of my husband on 18/10/2011 which Hindi version is page 4 of the attached PDF document and page 10,11 and 12 in Gujarati language by the staff of  women police station City-Ahmedabad, state of Gujarat.
5-Aggrieved applicant again submitted representation on 28/05/2016 against husband and his family members before chauki in-charge Chandkheda police, Chandkheda, Ahmedabad, State of Gujarat in her own handwriting attached to this representation as page 13 and 14 of the attached PDF document.  Whether Gujarat police will be instrumental in providing justice to this aggrieved applicant living at the home parents? Concerned police may provide action taken report as to maintain law and order is state subject.
6-I pray before the honourable chairperson that applicant submitted a representation before accountable public functionary of Gujarat Government through public grievance portal of the government of India on behalf of the aggrieved lady which detail is as follows.
