* Prayer or Relief Sought PIO concerned may be apprised with this fact that application invited information under subsection 1 of section 6 of the Right to Information Act 2005 is processed within time as stipulated under subsection 1 of section 7 of the Right to Information Act 2005. According to this subsection concerned, PIO has to provide information to the information seeker within 30 days from the date of receipt of the R.T.I. Communiqué in the office of PIO or public authority. Thus PIO violated subsection 1 of section 7 of the Right to Information Act 2005. The matter is concerned with the siphoning of the public fund meant to weaker and downtrodden section by the corrupt staffs of the Lucknow development authority through forgery thus created lawlessness and anarchy in the department by taking senior rank staffs in the administrative hierarchy in the good faith. Think about the gravity of the situation that first they submitted inconsistent arbitrary reports to redress the grievances and now running away from providing information.

सोचिये जिन जन सूचना अधिकारी को यही नही मालूम है की कितने दिन के भीतर जन सूचना प्रार्थना पत्रों का निस्तारण करना है वे सूचना क्या उपलब्ध करायेगे | खुद मुख्यमंत्री कार्यालय में ७ महीने में कार्यवाही होती है जन सूचना आवेदनों पर | क्या यह जन सूचना अधिकार २००५ का मखौल नही है | ऐसा प्रतीत होता है जनसूचना अधिकार २००५ को प्रदेश सरकार ने कचरे के ढेर में दाल दिया जो की लोक कार्यालयों की रहस्यमयी कार्यशैली से स्पष्ट है | यह सरकार तो जनसूचना अधिकार २००५ से कोसो दूर है क्यों की राज्य सरकार का कोई भी जन सूचना अधिकारी सूचनाएँ नही देता है और राज्य सूचना आयोग दन्त विहीन आयोग बन कर रह गया है |

Disposal of request. Provided that the transfer of an application according to this subsection shall be made as soon as practicable but in no case later than five days from the date of receipt of the application. 7. महोदय प्रार्धना पत्र के साथ लखनऊ विकास प्राधिकरण के तीन इकरार नामा लगे है जो बाबू सिंह उसकी पत्नी आराधना उर्फ गुड्डी और कनिष्क कुमार सिंह के है जिसको उपरोक्त प्राधिकरण के कर्मचारी शीतला पाल सिंह सहायक नगर अधिकारी द्वारा सम्पादित किया गया है जिसके अनुसार बाबू सिंह की उम्र ३० वर्ष पत्नी आराधना उर्फ गुड्डी सिंह की उम्र २५ वर्ष तथा पुत्र कनिष्क कुमार सिंह की उम्र १८ वर्ष है अर्थात गर्भ स्थापना के समय पिता की उम्र ११ वर्ष और माता की उम्र ६ वर्ष अर्थात शास्त्र और विज्ञानं दोनों के लिए असंभव है किन्तु लखनऊ पुलिस और विकास प्राधिकरण के लिए बाबू सिंह और  उनकी पत्नी आदर्श है और व्यक्ति आदर्श पुरुष में दोष नहीं देखता तभी तो पति , पत्नी , पुत्र, पत्नी की माँ और पत्नी के भाई के नाम एक झटके में पांच प्लाट लखनऊ विकास प्राधिकरण के कानपुर योजना के सेक्टर एच मुख्य मार्ग पर एस  एस  प्रकार के योजना के हथियाये गरीब लोगो का हक़ एक ही परिवार को आबंटित किया गया जिसका मुखिया बाबू सिंह पुलिस के अनुसार सीधा साधा अंगूठा टीप लेकिन हस्ताक्षर हिंदी और आंग्ल भाषा में कर लेते थे सोचिये जो व्यक्ति इतना शातिर है की सरकारी कर्मचारियों से हर गलत काम करवा सकता था उसको लखनऊ पुलिस जिसके कारनामो से हमेशा योगी सरकार की किरकिरी हुई सीधा साधा मानता है श्री मान किसी भी आपराधिक कृत्य के लिए आपराधिक मन जिम्मेदार होता है इरादा महत्वपूर्ण होता है किन्तु पुत्र कनिष्क कुमार सिंह की उम्र बढ़ा कर बाबू सिंह,  और आराधना उर्फ गुड्डी सिंह तथा शीतला पाल सिंह सहायक नगर अधिकारी ने कोई अपराध कारित नहीं किया क्योकि सरकारी महकमा ऊपर से नीचे तक भ्रस्ट है श्री मान जी आप ही अपने पुलिस विभाग को देखे जितने आख्या बाबू सिंह की मृत्यु से सम्बंधित है वे खुद में असंगत है जो इन आख्याओं को संदेहास्पद बना देते है पुलिस की यही रहस्य्मयी शैली बहुत से सवालिया निशान पैदा करती है श्री मान जी इकरारनामा के दो पक्ष है बाबू सिंह और दिनेश प्रताप सिंह और मुख्तारनामा जो की उप निबंधक लखनऊ के समक्ष बाबू सिंह ने दिनेश प्रताप सिंह को दिया महत्वपूर्ण है की लगभग २० सालो से भी अधिक समय बीत गया और बाबू सिंह द्वारा कोई आपत्ति नहीं किया गया किन्तु लखनऊ पुलिस और आराधना उर्फ गुड्डी सिंह ने मकान और जमीन हथियाने के सिर्फ प्रार्थी ही नहीं प्रार्थी के समस्त परिवार पर संगीन आरोपों के गंभीर धाराओं में झूठा मुकदमा पंजीकृत किया गया  जो गंभीर अपराध की कोटि में आता है इसलिए एक वरिष्ठ ईमानदार अधिकारी के द्वारा या मामले को अन्य एजेंसी द्वारा और यदि संभव हो तो केंद्रीय जांच ब्यूरो द्वारा जांच कराइ जाय जिससे इस गंभीर अपराध में शामिल पुलिस कर्मी बे नकाब हो प्रार्थी द्वारा पत्रकार पुरम गोमतीनगर में स्थित अपने आवास  संख्या बी -९९ जिसका रकबा २०० वर्ग मीटर में बने मकान को बेच कर बाबू सिंह को पैसा दिया था पैसा बाबू सिंह ने लिया जमीन और मकान बाबू सिंह ने दिया लेकिन उस मकान को पुलिस की मदद से कब्ज़ा आराधना उर्फ गुड्डी ने किया प्रार्थी जानना चाहता है की किस कैनन लॉ ने आराधना उर्फ गुड्डी को अधिकारिता प्रदान की है  आराधना उर्फ गुड्डी जा कर बाबू सिंह से अपने अधिकार की बात करे जिनको उन्होंने अपने  हक़ की जमीन बेचने का हक़ दिया था वैसे भी नियमानुसार एक ही प्लाट उनके नाम है और वह भी जब सक्षम न्यायालय का आदेश पारित होने पर|

Think about the gravity of the situation that about two months passed but concerned State Public Information Officer did not provide the information sought by the information seeker while under subsection 1 of section 7 of Right to Information Act 2005 there is stipulated 30 days to provide information to the information seeker. But it seems that our public functionaries in the Government of Uttar Pradesh have been habitual to violate subsection 1 of section 7 of Right to Information act 2005 ipso facto obvious from the concerned matter. Because of corruption law of land is always taken under teeth by the correct public functionaries and our society remains a mute spectator of it because they are disparate before this lawlessness and Anarchy.
