 Prayer or Relief Sought According to subsection 3 of section 6 of the Right to Information Act 2005, Where an application is made to a public authority requesting for an information 1 which is held by another public authority; or 2 the subject of which is more closely connected with the functions of another public authority, the public authority, to which such application is made, shall transfer the application or such part of it as may be appropriate to that other public authority and inform the applicant immediately about such transfer: Provided that the transfer of an application pursuant to this sub-section shall be made as soon as practicable but in no case later than five days from the date of receipt of the application. Undoubtedly the matter concerns with the anarchy in the functions of D.I.O.S. Mirzapur but as far as regulation of fee is concerned, then it is more closely connected with your office. Therefore, PIO of the office must be directed to provide information and part of information which is closely connected with the function of D.I.O.S. Mirzapur must be transferred to D.I.O.S. Mirzapur.

 Description of Information Sought Following report submitted by the public authority Central Board of Secondary Education which categorically states that regulation of fee comes under the ambit of the government of the state. In this connection, it is informed that CBSE is an examination conducting body which affiliates schools for the conduct of secondary and senior secondary school examination on fulfilment of norms prescribed in CBSE Affiliation Bye-laws. As per Rule 7.6 of CBSE Affiliation Bye-laws, 2018 the acts ad regulations of the Central and State UT Governments enacted framed in connection with the regulation of fee in respect of various categories of schools situated in the state will apply to the school affiliated with CBSE also. Hence, the matter regarding fee regulation comes under the jurisdiction of the concerned State Education Department. 

The grievance is being forwarded to Department of Secondary Education, Uttar Pradesh. 

The following information may be provided by the SPIO government of Uttar Pradesh. 

1-Provide detail of fee regulatory body constituted by the government of Uttar Pradesh. 

2-Provide the guidelines given by fee regulatory body to subordinates concerned with fee regulation as institutions are closed since 21 March 2020. 

3-New admission taken on 15-Sept-2020, C.B.S.E. affiliated private management run English medium schools are charging an entire fee including huge admission fee of April 2020, May2020, June 2020, July 2020, August 2020, Sept 2020 in this time natural emergency because of coronavirus pandemic. If any guideline issued, then provide. 

4-Lions school Laldiggi Mirzapur charging Rs.30000 as admission fee per student and justified by D.I.O.S. Mirzapur as this fee is charged by the institution for three years while the building of institution made in the land of the municipality Mirzapur city at the same time other institutions are charging only Rs.5000. Please justify such huge disparity as the subject of fee regulatory body. 

5-Provide the guidelines issued by the fee regulatory body regarding online teaching during coronavirus pandemic, as online teaching and direct teaching requires varying setup norms.

  2. Lions School is a source of income not only the rich people of this district but also the source of income of bureaucracy who are working in this district quite obvious from the huge income of the Lions school which is collected from the students of this district.
    Undoubtedly influential people of this district connected with communal parties specially saffron colour are reaping the benefit of this Institute. That is why mockery of the law of land was made by the government functionaries to save this money minting institution to keep intact personal interests.

Undoubtedly the matter concerns with the deep rooted corruption and it is well known fact that if the matter concerns with the deep rooted corruption then Yogi government does not provide information to the information seekers and same is proved in this case also which is quite obvious from the contents of the post and information seeker has to submit first appeal before the first appellate authority.

    Our motive is good governance but how can it be achieved by breaking the rule of land consequently no good governance can be achieved but here our public functionaries are more interested in promoting corruption throughout the public offices and they are successful in this direction and to provide the land of municipality to the lions school is part of the corrupt practices of the corrupt public functionaries of the Government of Uttar Pradesh.

Everyone knows that if the matter concerns with the corruption then government of Uttar Pradesh never provides information to the information seeker because in this government corruption in the public offices has the blessings of responsible public functionaries of the Government of Uttar Pradesh and they have taken information commissioners and Chief information Commissioner in good faith by colluding with them regarding providing information which is the root cause not a single public information Officer is being punished actually by the state information commission.

    Undoubtedly there is complete lawlessness and anarchy in the working style of the Government of Uttar Pradesh and the central government but print and electronic media of this country has been so corrupt that they are acting like the charan and bhat of mediaeval history periods whose job was to glorify his kings without any authentication.
