Overlooking of transfer policy of Government of Uttar Pradesh by Uttar Pradesh Power Corporation Limited.
An application under Article 51 A of the constitution of India. Government gazette concerns the transfer of public staffs in the state of Uttar Pradesh attached to the representation which implementation must be ensured in the department of electricity Vindhyachal Mirzapur division. The matter concerns the transfer and posting of class 1 and class 2 staffs in the department of Uttar Pradesh Power Corporation Limited in Vindhyachal Mirzapur division of the Government of Uttar Pradesh. Undoubtedly transfer and posting in the government has taken a form of industry despite efforts of the government of Uttar Pradesh to curb it publically. नई तबादला नीति में एक जिले में तीन वर्ष व एक मंडल में सात साल पूरे करने वाले समूह 'क एवं 'ख के स्थानांतरण का प्रावधान किया गया है। मंडलीय कार्यालयों व विभागाध्यक्ष कार्यालयों में की गई तैनाती की अवधि को मंडल में निर्धारित सात वर्ष की अवधि में शामिल नहीं माना जाएगा। पिछली सरकार में जहां तबादलों की सीमा अधिकतम दस प्रतिशत थी, वहीं भाजपा सरकार ने इसे बीस प्रतिशत कर दिया है। Sir undoubtedly the government has set the deadline of three years to transfer a class one or class two staffs working at the district level in the field offices but it does not mean that every bogus staff will be transferred after completion of three years of service at the same place. There are many staffs in the department of electricity in the Vindhyachal Mirzapur division who have infringed the provisions of new transfer policy of the government and many touching the limit point to stay in the district Mirzapur but staying in the district because of corruption as lack of transparency and accountability in the ratification of the government policy. Demand of the applicant is to make public the date of posting of the class one and class two staffs of the department of electricity in the Vindhyachal Mirzapur division under subsection 1 b of section 4 of Right to Information Act 2005. Nowadays the head of department does not keep updating the board containing the name plate and date of joining of ongoing and outgoing. The Quantity of corruption, tyranny and arbitrariness has reached its peak and surprising is that even for legitimate works, bribes cum illegal gratifications are demanded openly.

    It only proved elephant teeth. These teeth are only for show off .

It seems that new transfer policy has been adopted by the government of Uttar Pradesh only to reap political mileage and to establish a good faith of the government in the mind of public but actual fact is that this policy also has been a tool to earn the income which may cause corruption in the public system which is quite obvious from the cryptic dealings of the corrupt public functionaries in the government machinery..Provisions of new transfer policy of government of Uttar Pradesh was never followed by the government functionaries itself strictly.

  3. There is no transparency and accountability in the implementation of transfer policy of the ongoing incumbent. Corrupt officers are managing their transfers according to their convenience.

  4. Transfer policy of the ongoing incumbent is like elephant teeth and whatever is being shown that is contrary to the actual result.
