200 Applications submitted but not a single application was redressed by undertaking of government of uttar pradesh

Please direct UPPCL not to provide your applicant four times electricity bill comparing to actual bill.

How grievances are redressed in department of Uttar Pradesh power corporation limited as I have written more than two hundred letters to the concerned but still this undertaking of Government of Uttar Pradesh did not resolve the problem and still providing your applicant electricity bill four times the actual bill whether this is not anarchy.

Who will redress the grievances under section 142? “an application under section 142 of The Electricity Act 2003 facing dust under this anarchy “. Three grievances were forwarded by the chief minister office to managing director uttar pradesh power corporation limited ,one is missing and fate of rest of two is still undecided. As the ball being struck with hockey stick moves in the field ,similar fate is of the grievances forwarded by chief minister office facing stroke of hockey stick of subordinates of M.D. U.P.P.C.L.

Section 142. (Punishment for non-compliance of directions by Appropriate Commission): In case any complaint is filed before the Appropriate Commission by any person or if that Commission is satisfied that any person has contravened any of the provisions of this Act or the rules or regulations made thereunder, or any direction issued by the Commission, the Appropriate Commission may after giving such person an opportunity of being heard in the matter, by order in writing, direct that, without prejudice to any other penalty to which he may be liable under this Act, such person shall pay, by way of penalty, which shall not exceed one lakh rupees for each contravention and in case of a continuing failure with an additional penalty which may extend to six thousand rupees for every day during which the failure continues after contravention of the first such direction.

Reference to the above cited representation/petition. 2. As mentioned in the front page of the
PG/CPGRAM Portal *** All grievances relating to State Governments / Union Territory
Administrations and Government of NCT Region of Delhi, are to be redressed by the State/ UT/ NCT
Government concerned. Citizens are advised to take up matter regarding pendency of their
grievance directly with the State Government concerned. 3. Here, it is stated that the distribution of
electricity in States/UTs is regulated by the concerned State Electricity Regulatory Commission of
the concerned State Government as per the Electricity Act, 2003. Further, the subject matter
relating to functioning of Power/Energy department or board or corporations and power
distribution companies of States/UTs comes under the purview of concerned State Government/UT
Admn.. As such, it is advised to approach the concerned State Govt./UT Admn or their Consumer

Hon’ble Sir from the subject of representation even a layman can understand the matter that it relates to function of Electricity Regulatory Commission but aforesaid staffs of commission either really incompetent to understand or mocking in planned way that they are not understanding the contents which is quite common in the system . If the order passed by Uttar Pradesh Regulatory Commission actually followed by the electricity companies , most of the grievances would be automatically redressed.
3-It is submitted before the Hon’ble Sir that according to attached image as published story in Hindi daily Amar Ujala , yesterday Lok Adaalat was organized by the engineers of department of UPPCL Mirzapur in order to redress the grievances of consumers but no prior information was made available to consumers through media whether it is justified . Every one knows that consumer grievance redressal forum is not working in Mirzapur/vindhyachal division since five years and grievances under section 142 of electricity Act 2003 are not redressed by Uttar Pradesh Electricity Regulatory Commission as not amenable  before it . What is cause of this cryptic dealings of UPPCL and UPERC ? 
                                                 This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

  1. Hon'ble Sir that your applicant have got few startling facts about consumer grievance redressal forum Mirzapur. Today your applicant was
    watching the progress summary /performance report of various consumer grievance redressal forums , I was shocked to see that total
    complaint pending during the month ,complaint disposed during the month , complaints in which interim stay orders issued during the
    month and complaints pending at the end of the month all found zero regarding matters pertained to billing/arrears ,metering ,new
    connection , permanent disconnection , load reduction /enhancement , quality of supply and others .

  2. Whether this is not reflection of tyranny that not a single application was redressed by uttar pradesh power corporation limited and most unfortunate fact is that numerous forwarded grievances are facing same fate in the of managing director uttar pradesh power corporation limited. In Mirzapur district, office of consumers grievances redressal forum is closed since five years that is in vindhyachal division there is no forum to redress the grievances of consumers since five years. Here uttar pradesh electricity regulatory commission only play with papers, nothing concrete at grass root level.
